- Description
- The Request for Proposal (RFP) is for the design, manufacture, and testing of a hydraulic power unit. The unit is a four wheeled, trailer mounted, diesel and electric driven, cold weather operable, hydraulic pumping unit (HPU) capable of operating multiple aircraft jacks simultaneously and uniformly during military aircraft jacking operations. Both diesel and electric prime movers are to be integrated within a single HPU. The requirement is set aside 100% for small business participation. FMS. The Air Force intends to award a firm-fixed-price requirements-type contract consisting of one basic contract period and four annual options. Best Estimated Quantities (BEQs) will be identified for HPUs each year. The procurement will follow FAR 12, Acquisition of Commercial Items, procedures and FAR 15, Contracting by Negotiation, techniques will be utilized. A Purchase Description serves as the technical document for this requirement. A corresponding Statement of Work addresses the programmatic features of the requirement. Data deliverables will be identified on the DD1423s. All interested sources are advised that the Air Force will use the Technically-Acceptable, Performance Price Trade-off acquisition methodology to determine the best value award. Technical proposals, performance volumes, and a price proposal will be required. The RFP will be published on the Federal Business Opportunities around 18 April 2007.
