- 2nd Update to this solicitation. Updated areas are the codes for Inspection, Acceptance and FOB for CLINS 0002-0008. All codes should be Source. The solicitation number is FA8630-07-R-5040. This is a combined synopsis/solicitation is issued for commercial items purchase of eight (8) 2007 GMC Sierra Classic 3500 Crew Cab Model # TK35943 for the support of the FMS country. The vehicles will be available for pickup no later than (NLT) 30 April 2007. The solicitation is issued as a Request for Proposal (RFP). Requirement description is noted below and attached. The US/DOD via the Defense Transportation System (DTS) is responsible for all transportation to the overseas point of debarkation. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. In accordance with the provision at 52.212-2, Evaluation--Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The following factors shall be used to evaluate offers: (i) price, and (ii); technical capability to meet the Government requirement; (iii) deliverable (see FAR 15.304). Technical and past performance, when combined, is approximately equal to cost or price. The Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executives Orders?Commercial Items, applies to this acquisition. The proposal will include at least: Vehicle cost (Base Price, Document fees, title, registration, any other fees that might be incurred (please separate)), freight costs to final destination, as well as the warranty of vehicle, availability for delivery before 30 April 2007 (provide timeframe or present availability). The Unique Identification Number (UID) will be the vehicle VIN in compliance with DFARS 252.211-7003, Item Identification and Valuation. Proposals are due to this office by 28 March 2007. The Contracting Officer has determined that this short notification period is warranted for this requirement. Electronic transmission is acceptable.
