The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: June 2006-June 2007, extendable as required. 7. PLACE OF PERFORMANCE: Patrick Air Force Base, FL 8. JOB DESCRIPTION: See below A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida. The Office of Aviation provides planning, operational and logistical support, and contract oversight for the INL counter-narcotics aviation program in Latin America, Afghanistan and Pakistan. The Office of Aviation performs this mission using a fleet of more than one hundred eighty (180) fixed and rotary-wing aircraft, 1200 contractor personnel, and 63 government and personal services contractor personnel. PURPOSE: The purpose of this Personal Service Contract (PSC) position is to serve as the Fixed-Wing Standardization Pilot for the Office of Aviation; to provide academic and flight instruction in single and multi-engine airplanes, oversee contractor and host nation fixed-wing academic and flight training, and administer the Department of State Fixed-Wing Standardization Program. The contractor employee is required to develop, coordinate, and implement the Flight Standardization Program for U.S. Government, contractor, and host nation fixed-wing pilots. Performs position reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying fixed-wing assets within or to overseas locations. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief, Operations Division. The Chief of the Operations Division provides general direction in terms of broadly defined aviation policy/mission/functions and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is expected to be correct with review of such results for timeliness and effectiveness. 2. STATEMENT OF WORK Oversee the development and implementation of a comprehensive fixed-wing flight standardization program for the Office of Aviation. Provide academic and flight instruction to personnel assigned to perform fixed-wing pilot duties at Patrick AFB, Florida or overseas locations. Training includes the full range of theory, formal classroom instruction, and actual flight practice. Apply the ?Fundamentals of Instruction? as listed in the FAA Flight Instructor?s Handbook, during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate fixed-wing Aircrew Training Manual. Provide instruction to and or evaluate DoS Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots, and Host Nation Standardization Instructor Pilots in the DoS INL Office of Aviation Flight Standardization Program. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, and use of the Aircrew Training Manual and standardization program management. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Fixed-Wing Standardization Program. Through the contractor fixed-wing standardization instructor pilot, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and avoid duplication of training efforts. Collect, review, and disseminate data on fixed-wing tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to the Office of Aviation fixed-wing standardization program. Perform contract oversight of contractor fixed-wing flight training and standardization. Ensure that contractor pilots, flight instructors, and standardization instructor pilots conform to the standards of the Office of Aviation Fixed-Wing Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer?s Representative (COR). Perform flight duties as single or multi-engine land airplane Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot. Flight duties include day, night unaided, and Night Vision Goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include agricultural, aerial applicator type flying (below 50 feet), contour flying (50 to 100 feet above ground level {AGL}), low-level flying (between 100 and 500 feet above ground level {AGL}), and emergency procedures training tasks. 3. COMPLEXITY The Contractor employee performs fixed-wing flight standardization oversight of U.S. Government, contractor and host nation airplane pilots operating in domestic and overseas locations, as well as at multiple forward operating locations. The Contractor employee develops multi-national/multi-cultural fixed wing pilot training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from standardization committees, consults with the Director of Operations regarding ongoing projects, provides guidance to contractor, host nation and DoS instructor pilots and standardization instructor pilots, and oversees implementation of the program. The Contractor employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness, and safety of aviation operations in support of the counter-narcotics mission. 4. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. Tasks may require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to complete an FAA second class medical examination annually. 5. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in single or multi-engine airplanes at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform flight duties at overseas field sites under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State, due to hostile activities of narco-traffickers, therefore posing a significant risk to the incumbent while at these sites. B. MINIMUM REQUIREMENTS General knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, 830, and TSA 1552. Knowledge of the tactical employment of fixed-wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques associated with the Office of Aviation aircraft. Incumbent must have extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of fixed-wing pilots within a formal aircrew training program. Skill in the operation of fixed-wing aircraft as a flight instructor. Experience as a military or civil fixed-wing instrument flight instructor/evaluator. Certification as a U.S. FAA Commercial Pilot with Single Engine Land and Multi-Engine Land Airplane Instrument rating. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established DoS INL Office of Aviation Aircrew Training Program. Preferred Qualifications: Certification as a U.S. Flight Instructor, Single Engine Land and Multi-Engine Land Airplane. Ability to read, write and speak the Spanish language at the conversational level is highly desirable. Knowledge of and skill in operation of desk-top computer based word processing systems is desirable. C. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform contract oversight and evaluation of contractor fixed wing flight training and standardization operations and flight training programs. b. Evaluate and recommend waivers to established policies, procedures and regulations. c. Ensure that contractor pilots, flight instructors and standardization instructor pilots conform to the established fixed wing standardization program requirements. d. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare other written documents related to Fixed Wing Standardization activities. e. Coordinate with other U.S. Government representatives and perform Quality Assurance Evaluator duties under the aviation support contract. Factor 2. (Assist Chief, Operations Division) Offeror?s ability to: a. Assist the Chief, Operations Division in directing and coordinating fixed wing aircraft and personnel deployments within the program for the purpose of providing CN aviation training expertise to the program. b. Provide academic and flight instruction to all personnel assigned to perform fixed-wing pilot duties on the program. c. Provide instruction to and or evaluate Fixed Wing Flight Instructors and/or Standardization Instructor Pilots assigned to the aviation counter-narcotics/counter-terrorism program. d. Perform flight duties as single or multi-engine land airplane Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot during day, night unaided, and under night vision goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). e. Review and Recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related written material to support the Fixed-Wing Standardization Program. Factor 3. (Develop, Coordinate, Organize and Implement Operational and Training Systems and Procedures). Offeror?s ability to: a. Develop comprehensive operational and training systems and procedures. b. Coordinate/Organize operational and training systems and procedures. c. Implement Aircrew Training Programs, Operational and Training Regulations and provide direction and guidance to both contractor and host nation personnel. d. Develop operational tactics and new training procedures, i.e., NVG operations, aerial eradication/interdiction operations, etc. e. Provide direction and guidance to the contractor and host nation aviation training and standardization program via the INL/A Aircrew Training Program. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). D. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. E.
