Description
The National Institutes of Health (NIH), Office of Technology Transfer (OTT) is soliciting contractual support to provide patent-related services including patent searches, patent prosecution, infringement and interference services and licensing consultation. Pursuant to the Federal Technology Transfer Act (FTTA), the NIH has a significant program in patenting and licensing inventions with commercial potential. The OTT currently handles patent prosecution for the NIH and the Food and Drug Administration (FDA). From time to time, it will also administer technologies for other Federal agencies. It is expected that OTT will seek to file 200-300 patent applications each year. Our active patent prosecution docket is in excess of 1,300 cases. As would be expected in the world?s largest biomedical research institution, the inventions claimed in our patent portfolio fall generally into the following research categories: biological response modifiers, cancer, HIV/AIDS, infectious disease, general medicine, bioinstrumentation, software, and research tools. However, there are three categories of technology for which patent prosecution services will be required- biology, chemistry, and mechanical/electrical/software. In addition, ancillary patent prosecution related services, related to Contested Proceedings and Licensing Consultation may encompass any of the research categories. The period of performance of this contract shall be for one year (12 months), with options renewable for nine (9) additional 12 month periods. This is a competitive procurement using full and open competition. The North American Industry Classification System (NAICS) for this requirement is 541110 with a size standard of $6.5 million. The Government anticipates a multiple award, IDIQ type contract. Solicitation 263-2006-P(GM)-0247 will be made available on the Federal Business Opportunities website, http://www.fedbizopps.gov.
