Description
The National Cancer Institute (NCI) plans to procure on a sole source basis with Dr. Victor Kryuchkov, 115054, Moscow Russia; for consulting services regarding ?Estimation of Bone Marrow Doses Received by Ukrainian Clean-up Workers Enrolled in a Case-Control Study of Leukemia and Other Hematologic Diseases. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M. The purpose of this procurement is for a consultant to provide services regarding the project: Estimation of Bone Marrow Doses Received by Ukrainian Clean-up Workers Enrolled in a Case-Control Study of Leukemia and Other Hematologic Diseases; services regarding a stringent quality control of the work performed by Ukrainian dosimetrists in order to: (1) obtain reliable estimates of bone-marrow doses, and of the uncertainties attached to the dose estimates for about one thousand cases and controls sampled among the population of Ukrainian clean-up workers, and (2) carry out a thorough analysis of the results. In addition, fluency in Russian is essential in order to readily communicate with the Ukrainian dosimetrists and other experts from the former Soviet Union. The contractor shall have detailed knowledge of: (1) the exposure-rate measurements that were carried out at the Chernobyl power plant and in its vicinity; (2) the type of work that was performed by various categories of clean-up workers and; (3) the various methods that have been used to assess the doses received by the emergency and clean-up workers. Dr. Kryuchkov is uniquely qualified to perform the services required for this project. Since the Chernobyl accident in April 1986, he has been involved in the assessment of radiation doses received by the emergency and clean-up workers. He was a contributor to a book on this topic (Illichev, Kochetkov, Kryuhkov et al. 1996) that, to this day, is the most comprehensive source of information. Because of his involvement in the preparation of this book and his continued involvement regarding the Chernobyl accident, he has access to radiation data and other related information that is not readily available. Period of Performance shall be for a base year: twelve (12) months from date of award with two (2), twelve (12) month options. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT on April 10, 2007 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
