Description
The NATO Maintenance and Supply Agency (NAMSA) is facing an urgent requirement to hire consultants who will provide Engineering Services (CO-01/07) and Real Life Support Services (CO-02/07) to elements of NATO operational logistics in-theatre and other designated contingency infrastructure projects. NAMSA is creating a recruitment reserve file of potentially qualified candidates to fill the slots that may arise over the next several months. Those selected for these positions will be expected to undertake frequent long- and short-term deployments in support of NATO-approved operations. They may be deployed to Afghanistan at any of the following locations: Kabul International Airport (KAIA), Kandahar Airport (KAF), Mazar-e-Sharif (M-e-S), Bagram, Herat, or other locations as dictated by International Security Assistance Force (ISAF) operations. Applicants must hold a current security clearance issued by the U.S. Department of Defense or other U.S. Government Agency at the level of SECRET or higher. Request application from: Lcarpent@bis.doc.gov Submit application to: NAMSA Personnel Division (AP) 11 Rue de la Gare L-8325 Capellen G.-D Luxembourg Fax: +352-3063-4210 or +352-3063-6841 Email: hr@namsa.nato.int Below are the Job Summaries for the two positions being advertised: 1) JOB SUMMARY Technical Consultant for Operational Logistics (In-Theatre Projects) Post: CO-01/07 - ENGINEERING SERVICES The incumbent is responsible to the Program Manager/Responsible Project Officer for providing Engineering Services for elements of the NATO operational logistics in-theatre and other designated contingency infrastructure support. Specific Responsibilities: - Conducting and/or coordinating engineering/infrastructure studies. - Preparing technical instructions, procedures and concepts. - Establishing, implementing and coordinating the construction and maintenance plans for NATO Operational Infrastructure. - Preparing Statements of Work (SOWs) that fully define the required work or services requested, including the definition of technical contractual requirements in terms of specifications, construction materials and workmanship standards. - Providing technical evaluations of bid submission and ensuring that obligations towards NATO/NAMSA are correctly and promptly fulfilled. - Providing on-site technical assistance and quality assurance. - Coordinating technical requirements for new or changed requirements - Analyzing contractor technical reports and testing results to ascertain conformity with technical and contractual requirements and making recommendations for further actions as necessary. - Conducting pre-award surveys and technical assessments for material and services to be procured. - Evaluating contractor performance with on-site quality assurance visits and work acceptance inspections. - Preparing correspondence, reports, and statistics as required, using modern office automation tools and software packages including technical support software such as AutoCAD and CATIA. - Participating in meetings, conferences, and seminars as required. - Analyzing, planning, providing control assistance, and maintaining close interface with other NATO elements in their operations. - Managing allocated resources in terms of finance and personnel throughout the project life cycle. - Providing specialist engineering services in support of NATO infrastructure in-theatre operations. - Performing Travel on Duty (TDY) as required. - Undertaking frequent deployments or duty travel in support of approved operations/missions. - Performing any other appropriate functions assigned in times of crisis or war. Qualifications Required: - Education: University degree, or complete secondary school and military training. - Experience: at least five years experience in an engineering field (i.e., civil, mechanical, electrical, etc.) At least one major project completed from feasibility study through to post-implementation review, with responsibility for project management at each stage of implementation. - Knowledge of Word Processing, AutoCAD, Quality Assurance Standards, Project Management, etc. - Skills and Abilities: a demonstrated ability to cooperate in multi-national projects. The ability to work independently, to be self-motivated, and to work under tight deadlines. - Good knowledge of English is essential. - A NATO SECRET security clearance prior to taking up duties is also required.
