Description
PLEASE NOTE: THIS IS A PRE-DRAFT SOLICITATION NOTICE TO NOTIFY POTENTIAL OFFERORS THAT THE MISSILE DEFENSE AGENCY (MDA) WILL HOLD AN INDUSTRY DAY ON 28 MARCH 2007. MDA will hold an Industry Day to discuss the new Missile Defense Agency Engineering and Support Services (MiDAESS) acquisition on Wednesday, 28 March 2007. The conference is scheduled from 9:00 AM to 12:00 PM CDT (Note: Registration begins at 8:00 AM) at the Huntsville Marriott, 5 Tranquility Base, Huntsville, AL 35805 (phone number (256) 830-2222). Attendance is limited to three (3) representatives per company and pre-conference registration is required. Use the registration form located at http://www.fedbizopps.gov and submit in accordance with the directions. Registration will be available through close of business 5:00 PM CDT, 26 March 2007. Late registrations will be accepted only on a space availability basis. The Government is not liable for any expenses incurred by an attendee or eventual offeror in order to attend this conference. This meeting is not open to foreign firm participation at either the prime or subcontract level. The primary purpose of this conference is to involve industry in the acquisition strategy planning process before MDA makes any final decisions. The agenda includes: a brief discussion of the Agency?s recent reengineering effort and resulting new organization structure; overview of current engineering and support service contracts and issues associated with transitioning to a new contract vehicle; preliminary review of technical requirements; discussion of key planning issues (e.g. regulatory and organizational constraints), alternative approaches (pro/con); plan of action and milestones; and next steps in the acquisition planning process. To help facilitate full and open industry participation, MDA has asked Mr. Stan Soloway, President, Professional Services Council (PSC), to act as a conduit for industry questions/issues or recommendations (soloway@pscouncil.org). PSC is a government services industry advocate who promotes government and contractor communication and collaboration. Participation with PSC is strictly voluntary and your company is not required to be a member of PSC. Industry may also may also submit questions/issues or recommendations directly to the MDA Contracting Officer, Janice Olson, by email (MiDAESS@mda.mil). Please use the Question and Recommendation Forms located at http://www.fedbizopps.gov to submit questions/issues or recommendations. Identify if your question contains proprietary information. All questions and responses will be published. Company names and proprietary information will be removed from the questions prior to publication. Questions should be submitted no later than COB, 23 Mar 07 to be incorporated into Industry Day. However, industry may submit questions/issues or recommendations any time thereafter. MDA anticipates awarding multiple contracts no later than the first quarter of calendar year 2008. This procurement will use a mixture of set-aside and full and open competition procedures. Contract places of performance are primarily Huntsville, AL, National Capitol Region; as well as other potential MDA areas of operation such as, but not limited to, Colorado Springs, CO; Albuquerque, NM; Los Angeles, CA; and Ft. Greely, AK. Teaming arrangements and joint ventures are encouraged. Firms responding should indicate on the registration form whether they are a large business, small business, an 8(a) firm, a HUBZone small business, a veteran owned small business, a service disabled veteran small business, a historically black college or university, woman-owned business, or a minority institution. Any resulting contracts will contain an organizational conflict of interest (OCI) clause that could limit a successful offeror from participating in any other MDA contracts. All personnel will require a minimum of a Secret clearance, Completed National Agency Check (NAC), or have submitted for a NAC in order to use government information systems and/or to access certain MDA unclassified information at contract award. Access to classified information requires either a final or interim clearance at the appropriate level. Some effort will require personnel with a TOP SECRET clearance at contract award. This acquisition is not open to foreign firm participation at either the prime or subcontract level. MDA will subsequently post a draft RFP, and any other draft documents/information on the FedBizOpps (FBO) website at http://www.fedbizopps.gov, including updates. The draft RFP, HQ0006-07-R-0012, will be released on or about 17 May 2007. All prospective offerors interested in submitting a proposal must have a Commercial and Government Entity (CAGE) code. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database in order to receive a contract award from any DOD activity. CCR registration can be accomplished at the following website: www.ccr.gov. Interested offerors may register at http://www.fedbizopps.gov to receive email notification when information, solicitation and any amendments and future documents regarding this acquisition are issued and available for downloading. MDA will not directly send offerors the solicitation or any amendments. It is the interested offerors? responsibility to periodically check this website for updates. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. MDA appointed Dr Patricia Sanders, Executive Director, as the Ombudsman. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels during the proposal development phase of this acquisition. Dr Sanders is available to hear the concerns from offerors or potential offerors during the proposal development phase of this acquisition. Potential offerors should communicate first with the Contracting Officer to request information, pose a question, and voice concerns before contacting the Ombudsman.
