The purpose of this announcement is to determine the availability of 8(a), HUBZone, and Service-Disabled Veteran-Owned Small businesses that are capable of performing the activities included in the statement of work (SOW) for the ERRS re-competes. EPA is looking for 8(a), HUBZone, and Service-Disabled Veteran-Owned Small businesses that can perform all of the SOW requirements needed to provide fast responsive environmental clean-up services under the direction of the On-Scene Coordinator and other federal officials implementing EPA's responsibilities under the national response system. The prospective contractor(s) shall be prepared to provide emergency, time-critical removal and cleanup services for hazardous substances, contaminants, materials and petroleum (oil) products and may also be called upon to provide cleanup support in instances of natural disasters, such as floods, pursuant to the Federal Response Plan for U.S. EPA activities in furtherance of the agency's primary mission: the protection of human health and the environment. The contractor(s) shall fulfill these responsibilities within the region as well as outside the region on a cross regional response, national response, and international response. These responsibilities are described in the statement of work (SOW). The SOW you receive will be a copy of the current ERRS SOW and is provided as a DRAFT ONLY. The wording in the SOW for the anticipated contract(s) will change but the intent (i.e. type of work) will not. It is anticipated that a contract(s) will be awarded for performance within Region 5 (IL, IN, MI, MN, OH, WI) as well as possible performance outside the region in the following areas: Region 1(CT, ME, MA, NH, RI, VT), Region 2 (NY, NJ, Puerto Rico, US Virgin Islands), Region 3, (DE, DC, MD, PA, VA, WV), Region 4 (AL, FL, GA, KY, MS, NC, SC, TN), Region 6 (AR, LA, NM, OK, TX), Region 7 (IA, KS, MO, NE), Region 8 (CO, MT, ND, SD, UT, WY), Region 9 (AZ, CA, HI, NV, American Samoa, Guam), and Region 10 (AK, ID, OR, WA). The resultant contract(s) is anticipated to be time-and-material type contract, fixed-rate, indefinite delivery/indefinite quantity with a duration of three (3) base years with two (2) award terms of two (2) years each for a total of seven (7) years. The estimated maximum potential value of the contract(s) is $15 million per year. The contractor(s) will be reimbursed for other direct costs incurred during performance of the contract(s). Work will be ordered through the issuance of task orders. The contractor(s) shall provide all personnel, materials, and equipment necessary to perform the SOW tasks. The SOW requirements fall under NAICS code 562910 - Remediation Services. The size standard under this NAICS code is not to exceed 500 employees. Interested 8(a), HUBZone, and Service-Disabled Veteran-Owned Small businesses must demonstrate in their qualification statements that they are capable of performing the SOW under this NAICS code. At a minimum, each 8(a), HUBZone, and Service-Disabled Veteran-Owned Small business shall provide a narrative qualification/capability statement giving specific details regarding: ? personnel capabilities ? current equipment or methods of obtaining the necessary equipment ? office location; size of firm (employees/revenue) ? financial resources ? other contracts, both federal and commercial ? quality assurance procedures currently in place ? capability/experience necessary to perform the SOW or specific tasks of the SOW. No specific format is required, however, the information must be clear and concise with a maximum of 25 pages, double-sided. A business may submit its qualifications based upon a teaming arrangement with other business(es).
