Description
PRE-SOLICITATION SYNOPSIS: THIS IS NOT A SOLICITATION. The United States Environmental Protection Agency (EPA), Office of Acquisition Management (OAM), Superfund/RCRA Regional Procurement Operations Division (SRRPOD) will issue a solicitation for Technology Transfer and Training Support program for the EPA?s Office of Solid Waste and Emergency Response (OSWER), Office of Superfund Remediation and Technology Innovation (OSRTI). The EPA Office of Superfund Remediation and Technology Innovation seeks the support of a contractor with demonstrated expertise and understanding of the Superfund program and the issues surrounding the technologies for site cleanup, including regulatory and technical issues, large scale project management, and emerging technological approaches to characterization and remediation of Superfund sites. The mission of Superfund?s technology and training program is to provide world-class technology information and expert field and laboratory support to customers who respond to emergency releases of hazardous materials and manage longer-term site assessment and remediation projects. Superfund is looking for support in identifying subject matter experts in the full range of cleanup technologies, from emerging technologies to established methods for addressing hazardous waste cleanup; and in disseminating the information from these experts to the professionals conducting hazardous waste cleanup. EPA anticipates requiring technology research and report preparation, cost documentation, and analysis of remediation strategies. EPA will also need contractor services in delivering extensive, state-of-the-practice advisory and technical assistance to site managers supporting characterization, remedy design, and remedy optimization. EPA requires experts in both hazardous waste technology and in communications to prepare and conduct information and knowledge transfer, including but not limited to, seminars, meetings, conferences, training, and webcasts on scientific and technical issues related to emergency response and remediation of sites, appropriate assessment and integration of innovative technologies into site cleanup plans. Logistical support to secure meeting space and registrations is incidental to this activity. The technology and training program primarily supports the Superfund Program, but also provides support to other EPA programs including the Office of Solid Waste, Office of Emergency Management, Office of Underground Storage Tanks, and Office of Brownfields Cleanup and Redevelopment. We also partner with federal and international agencies, as well as state, tribal, local, and private organizations to improve site remediation practices. As national and international leaders in innovation for laboratory, field, and remediation practices, OSRTI identifies, develops, and advocates promising state-of-the-art technologies, innovative business practices, and tools for streamlining and improving the cost effectiveness and performance of assessment and cleanup strategies. The Agency intends to award a cost plus fixed-fee work assignment type contract with a twenty-four (24) month based period and two (2) option periods for a total of thirty-six (36) months. The total estimated level of effort hours including option periods is 433,000 hours. It is EPA?s intent that offerors propose labor categories, and the distribution of LOE between those labor categories, based on their understanding of the SOW. Exact numbers, levels and skills are not specified by EPA. This solicitation is being competed on a full and open competition basis. The SOW requirements fall under the North American Industry Classification System (NAICS) code 541620. Prospective offerors are hereby notified that Conflicts of Interest (COI) concerns are to be identified and mitigation plans offered in response to the RFP. In addition, EPA will evaluate written responses to the solicitations. Offerors will be evaluated on factors which may include Technical Capability & Approach/Key Personnel, Past Performance, Management Approach, and Utilization of SDVOSB. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the solicitation, and amendments, and other related items for this procurement will be posted at this website: http://www.epa.gov/oam/srpod, with notice posted on fedbizopps.com. Solicitation PR-HQ-07-10300 will be issued as a Request for Proposal (RFP) on or after April 3, 2007 with a due date of 30 days. Interested offerors are required to download the RFP and all related documents from this website. No printed copies of the RFP will be available. The draft SOW is posted at http://www.epa.gov/oam/srpod. The Agency expects to finalize the SOW prior to release of the actual request for proposal.
