Description
NAICS Code: 541519 The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) is conducting a Sources Sought for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. This request for information does not commit the Government to pay any cost incurred in preparation or any submission to this Sources Sought Notice or to a contract for services. Under North American Industry Classification System Code 541519, the EPA is in search of businesses currently under General Services Administration (GSA) Schedule 70 Category 132 32 able to provide a Commercial-Off-The-Shelf (COTS) federal acquisition system for Agency-wide use over the internet that will replace current systems. This purchase falls under FAR Part 12- Acquisition of Commercial Items and FAR Part 34- Major System Acquisition. The COTS system must meet the requirements described in the attached draft Statement of Work and requirements documents. The vendor selected for the EAS will interface and or integrate the commercial acquisition management system with the EPA financial and other systems such as a data warehouse. The selected system will be certified to work with the Federal Procurement Data System-Next Generations (FPDS-NG) and will leverage the tools and systems such as Central Contractor Registration (CCR) provided by the Integrated Acquisition Environment (IAE) to the maximum extent possible. The system will be integrated with the EPA Content Management System (ECMS) and will leverage EPA assets such as the EPA Web Portal. The COTS system must be capable of incorporating Federal Acquisition Regulation (FAR) and EPA Acquisition Regulation (EPAAR) and local clauses. The COTS system must meet the technology standards of the EPA Enterprise Architecture. The COTS system will not be modified to meet the requirements of the EPA . The selected vendor will have commercial training materials available and be capable of assisting the EPA in establishing a first class train the trainer program. There will be a post award Integrated Baseline Review (IBR) and earned value management will be used for the entire contract period. Interested parties shall demonstrate their abilities by providing information on the technical capabilities of their COTS product to perform the tasks in the draft Statement of Work and provide information regarding past performance explaining or demonstrating how similar integration was accomplished on projects of similar size and scope. Capability submissions are limited to ten (10) 8 ?" x 11" pages, customary font typeface, no smaller than 10-point font size, and no less than ?" margins. Standard brochures will not be considered as a sufficient response to this notice. The capability statement should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Technical support experience; (5) Business size and socioeconomic classification.
