- The USMC Regional Contracting Office SW intends to negotiate a bridge contract, on a sole source basis, to ITS Corporation, DBA Noesis Business Unit under the authority of FAR 13.106-1(b). Noesis Business Unit will continue to provide rescue divers and RHIB operators until a predecessor contract is established. Noesis Business Unit, 4100 N Fairfax Dr. Ste. 800, Arlington, VA 22203-1663 will provide all labor and materials necessary to provide rescue divers and Rigid Hull Inflatable Boats (RHIB) operators. Rescue Divers will be utilized to support testing of the Advanced Amphibious Assault Vehicle in southern California. RHIB operators will be used in the same locations to transport divers and other personnel on the water while testing is being conducted. RHIB operators will also perform maintenance and repair of the RHIBs as required. Noesis Business Unit is the former incumbent under a previous 8(a) sole source contract and has demonstrated technical proficiency and expertise to perform this contract. This bridge contract is necessary to maintain the current schedule of the AAAV testing while a new solicitation for these services is being solicited and evaluated. Solicitation M0068107R0001 is currently out for proposals as an 8(a) competitive solicitation and closes on 3 Ap ril 2007. The anticipated start date of any resulting contract is 1 June 2007. The period of performance for this bridge contract will be from 1 April 2007, through 31 May 2007, with a one month option for the month of June 2007. The estimated value for the base period is approximately $320,000.00 This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. The anticipated award date is 23 March 2007.
