Description
The purpose of this amendment is to respond to technical questions submitted against RFP Number N00173-07-R-RS02. Question 1: Is there a limit attached to how much of the work must be done by the Small Business Prime? Typically in the past we have seen a number like 51%. Answer 1: The prime contractor must perform the majority of the effort, specifically, more than 50% of the proposed effort. Question 2: Which UAV system is anticipated by the Navy? Is there an interface control document (ICD) that shows the interfaces of the imaging system to the UAV? This will directly impact the design of the system. Answer 2: The Navy has not determined which UAV platform will be used with this system. No Interface Control Document (ICD) is available. The Offeror will identify the UAV platform or platforms that are functionally and operationally compatible with their proposed system. Specifically, the proposed system will meet all specifications when it is integrated with the suggested platform or platforms. Any UAV suggested as a potential operating platform shall conform to the constraints associated with the airborne portion of the proposed system, as stated in the specifications, and shall, when combined with the proposed Coastal Hyperspectral Imager, provide a fully functional, fully operational, and fully integrated system capable of operating on its own and meeting all specifications that are not dependent of operation on the platform. Question 3: With regard to Solicitation N00173-07-R-RS02, is it correct to assume that the ?Total Small Business? set aside precludes a non-small business from any participation in the activity, even as a sub to a small business prime? Answer 3: The assumption is incorrect. See Answer 1, above. Question 4: Please provide the following information on any incumbent: Contractor name, Contract number, Award Date, Maximum Value. Answer 4: No incumbent information is available. This action represents a first-time buy.
