Description
The Optical Sciences Division of the Naval Research Laboratory has a requirement for research and development efforts to fabricate, integrate, test, and deliver two (2) small-pitch, large-format, short-wavelength infrared (SWIR) focal plane arrays (FPA) for use in daytime hyperspectral imaging sensor development. The required FPAs shall have approximately 2000 pixels in one dimension and at least 512 in the other dimension, and shall be mounted in cooling systems. The required effort will consist of several tasks, which shall include, but may not be limited to: a) providing the personnel, equipment, and facilities to design and develop the required FPAs and their cryogenic cooling systems; b) acquiring the necessary hardware for the focal plane arrays and their cooling systems; c) performing integration and testing efforts on the FPAs in their cooling systems; and d) performing efforts to integrate the FPAs and cooling systems with other sensor subsystems. Detailed requirements, including detailed specification/statement of work, delivery requirements, and list of contract data requirements will be included in the solicitation document. This solicitation is a full-and-open-competition. All responsible sources may submit a proposal, which shall be considered by the agency. The Government anticipates award of one Firm-Fixed Price contract for the requirements. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments to it will be available via the Internet starting approximately fifteen (15) days after publication of this announcement at the URL address provided below. Printed copies of this RFP will not be provided. Other business opportunities for NRL are available at our website http:heron.nrl.navy.mil/contracts/rfplist.htm. See Numbered Note 26.
