- The Navy Experimental Diving Unit (NEDU), Panama City, Florida is soliciting competitive proposals from qualified Master Ship Repair Agreement holders for maintenance and refurbishment of the Ocean Simulation Facility (OSF). The OSF simulates ocean conditions in a pressurized environment equivalent to 2,250 feet seawater. The OSF consists of a 55,000-gallon pressurized wet chamber and five interconnected dry living/working chambers totaling 3,300 cubic feet of space. The OSF accommodates a wide range of complex experiments including testing of humans, small submersible vehicles and other machines in the wet chamber. Human testing can be performed for extended periods of time with continuous exposure in the closed space environment. For testing underwater over extended periods, divers use the dry chambers as living quarters. The maintenance and refurbishment activities include, but are not limited to, removing old insulation and lagging and replacing with new insulation and lagging, cleaning and painting wet chambers, removal and replacement of hatch bearings, ball valves, and main drain piping and resealing surfaces. New hatch bearings and ball valves will be government furnished. Location for this support is at NEDU, Panama City, Florida. Asbestos and lead paint abatement is part of this project. Site visit is 25 and 26 April 2007 in Panama City, Florida and will be confirmed in the solicitation. Estimated solicitation release date is on or about 30 March 2007. Proposals will be due approximately 45 days after the solicitation issuance date. The performance period is 1 July through 15 August 2007 and will be confirmed in the solicitation. NEDU plans to release the solicitation electronically only. Upon release, the solicitation and any amendments will be available from the following web sites: NECO: http://www.neco.navy.mil and FEDBIZOPPS: http://www.fedbizopps.gov/. No solicitations or amendments will be mailed to offerors. Therefore, it is incumbent upon the potential offeror to be cognitive of the NECO or FEDBIZOPPS for all releases. No telephone or fax requests for the solicitation will be accepted. The solicitation will result in the award of a single firm fixed price service contract.
