- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Government intends to purchase on a sole source basis upgrades to 225 each of L-3 Communications Circuit Card Assemblies NTDS 4001 Type E, P/Ns 530-2005-001 and 530-2006-006 with L-3 Communications, 3033 Science Park Road, San Diego, CA 92121. This requirement is sole source because L-3 Communications is the original manufacturer of the CCAs and can provide the necessary upgrades to meet Fleet requirements. The NAICS code is 334119 with a size standard of 1,000 employees. The contract shall be firm fixed priced IDIQ contract. The contract period shall be from date of award through 31 December 2008. FOB Destination shall apply. The solicitation number is N00178-07-R-1018 and is a Request for Proposal. The award will be in accordance with FAR 13.5 ? Test Program for Certain Commercial Items. All interested parties shall indicate their interest and capability by e-mail which shall be considered by Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. This procurement is DO priority rated. Offer is due 30 March 2007 no later than 2:00 p.m. EDST to: Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Building 183, First Floor, Room 102, Dahlgren, VA 22448-5100 and anticipated award by 11 April 2007.
