17. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to issue a new contract to Raytheon Missile Systems, P.O. Box 11337, Tucson, AZ 85734-1337, in support of the Standard Missile-3 (SM-3) Program. This effort is a part of the AEGIS Ballistic Missile Defense (BMD) Program and will provide for continued development, test and production efforts necessary to support test and production schedules. The contractor will continue to provide the necessary engineering services and material for systems engineering, design and development support, fabrication, test equipment support, ground and flight test support, documentation support, and assistance in transition to production for the SM-3 program. Raytheon Missile Systems has been the Round Design Agent (RDA) for all STANDARD Missile variants since 1966. As the current design agent, Raytheon Missile Systems possesses unique knowledge and technical expertise related to these complex and highly specialized systems; and has the background, experie nce, and resources to provide the required level of effort. Raytheon Missile Systems is the only reasonable source available that can satisfy the AEGIS BMD Program requirements in accordance with MDA approved delivery schedules. The period of performance will be from date of contract award for twenty-four (24) months thereafter. This contract will be awarded pursuant to 10 USC 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
