Description
THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. The NAICS Code for the solicitation is 236220. The size standard is $31,000,000. This procurement will be solicited using Two-Phase Design-Build Selection procedures in accordance with FAR Part 36.3. The Request for Proposal will be issued on April 9, 2007. A pre-proposal conference and site visit is scheduled for April 18, 2007. The Phase One proposal due date is scheduled for May 9, 2007. This is a design build project with a maximum funding limitation of $70,900,000.00. The estimated performance period for design and construction of this project is 677 calendar days from contract award. 1. PROJECT TITLE. BACHELOR ENLISTED QUARTERS (BEQ) AND PARKING GARAGE, P-305, Naval Base Kitsap Bremerton, Washington 2. PROJECT DESCRIPTION. This is a design/build project and shall include all necessary work to design and construct market style apartments and a parking structure at Naval Base Kitsap Bremerton. The project is based on contract to budget value to provide 126 high quality apartments, parking garage which is intended to replace parking lost to Anti-terrorism Force Protection initiatives with a 900 vehicle target size and other site/utility improvements. 3. PROJECT OBJECTIVES. This acquisition action will result in a one-time procurement of new facilities and upgrades to existing utilities. The BEQ shall provide 2 bedrooms, 2 bathrooms, full kitchen including laundry, and living room apartments for single enlisted Navy personnel. The minimum gross area of each apartment unit shall be 900 square feet. The maximum and/or minimum number of stories of the structure(s) is not prescribed. A heating, ventilating and air conditioning (HVAC) system will be installed to include air conditioning, continuous exhaust, and conditioned make up air. The building will provide cable TV, computer modem and telephone hook ups in each apartment. The project may include procurement and installation of freestanding collateral equipment. For the Parking Garage Structure: The project includes design and construct a High Rise Open Parking Structure as defined by NFPA 88A. Utility infrastructure design includes replacement of existing utilities. This includes replacement of the power loop feed system increasing capacity from 8 to 16 megawatts. It requires relocation of an existing City of Bremerton sewer line for reasons of maintenance accessibility after project completion. The solicitation includes requirements for aesthetic compatibility with surrounding facilities which includes two State Historic Preservation Office (SHPO) controlled historic districts as defined in a neighborhood specific Base Exterior Architecture Plan (BEAP). The project shall meet UFC 4-0101-01 Antiterrorism Standards for Buildings. The new facility also contains mechanical/fire systems that must interface with existing systems. Sustainable principles shall be included in the design, development and construction of the project in accordance with Executive Order 13123 and other pertinent directives. The goal of this project is to achieve a U.S. Green Building LEED silver rating. 4. SITE ANALYSIS. The project is located at Naval Base Kitsap Bremerton, Washington. The BEQ and Parking structure will be placed on separate sites on Naval Base Kitsap, Bremerton. The BEQ will be constructed next to Building 1044 (P-301) on a hillside on the Northeast side of the base. The foundations for Building 1044 utilized spread footings and it is anticipated that the foundations for the BEQ will be similar. The parking structure will be located on a flat site between Callow and Montgomery Avenues north of Building 1012 on the west end Naval Base Kitsap Bremerton. A pile system was utilized on Building 1012 with the same anticipated for the P-305 parking structure. 5. GENERAL. The Government will award one Firm-Fixed Price contract resulting from this two-phase solicitation to the responsible, responsive offeror whose proposal conforms to the solicitation considered to be the best value to the Government, price and technical factors considered. During Phase One, offerors will be evaluated on: Factor I: Relevant Experience and Factor II: Past Performance which includes two Subfactors; Past Performance and Safety. Following the evaluation and rating of the Phase One proposals, the Government intends to select the most highly qualified offerors, up to a maximum of five (5) offerors, to participate in submitting a Phase Two proposal. Phase Two offerors will be evaluated on: Factor III: Basis of Design, Factor IV: Subcontracting Experience, Achievement and Goals, and Factor V: Price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; use of tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced offeror or other than the highest technically rated offeror; and, to award to the offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. Offerors are advised that the GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, initial proposals should be submitted including the most favorable terms and conditions. The solicitation will be available for viewing and downloading at http://esol.navfac.navy.mil upon issuance. Full plans and specifications will be provided as an amendment to the RFP. Prospective Offerors must and should immediately register themselves on the ESOL web site. Amendments will be posted on the ESOL web site. This will normally be the only method of amendment distribution; therefore, it is the OFFEROR?S RESPONSIBILITY TO CHECK THE ESOL WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Offerors must also be registered in the Contractors Central Registration (CCR) in order to participate in this procurement at http://www.ccr2000.com.
