- Description
- Naval Air Warfare Center (Aircraft Division) Patuxent River, MD, has a requirement for maintenance service to include on-site services of parts, labor and test calibration of Oxford 'Inca' Energy Dispersive X-ray Spectrometer and Oxford 'Wave' Wavelength Dispersive X-ray Spectrometer. This is a notice of intent to request a proposal from and negotiate with Oxford Instruments, 300 Baker Avenue, Suite 150, Concord, MA 01742, on a sole source basis. The maintenance shall consist of all repair services, including labor, parts and travel charges to this site by a service representative. In addition, maintenance shall include inspection, adjustment, and calibration of all system components for proper operation and shall include applicable engineering and software changes or upgrades. The manufacturer will provide documentation and training, required to support these upgrades, one visit per year minimum. Emergency service shall consist of over-the-phone diagnostic and support of parts, as required to correct the problem. It is anticipated that a sole source, Firm Fixed Price purchase order, using the authority under Section 4202 of the Clinger-Cohen Act of 1996 (10 U.S.C. 2304(g)) as implemented by FAR 13.5 Test Program for Commercial Items will be issued. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice to Krista Hayden via email at krista.hayden@navy.mil. Responses shall be considered by the Naval Air Warfare Center, Aircraft Division, Contracts. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or by accessing the CCR web site at www.ccr.gov . A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
