- Naval Air Warfare Center (Aircraft Division) Patuxent River, MD, has a requirement for the maintenance of the Rising Step Load (RSL) type test equipment used for Hydrogen Embrittlement testing and for 13 Digital Displacement Loading Frames as well as repair or replacement of a motor controller used in the operation of digital displacement test machine. This is a notice of intent to request a proposal from and negotiate with Fracture Diagnostics, Inc. 596 Monroe Drive, Natchitoches, LA 71457-2608, on a sole source basis for annual calibration of test equipment, software upgrades, parts, shipping costs as necessary and labor for repair of unit. The maintenance shall consist of repair and replacement of all necessary parts including shipping costs. Emergency service shall consist of over-the-phone diagnostic assistance and supply of parts as required, to correct any operational problem. The purchase order will include a.) Annual calibration of load cells, b.) Updates on all software and procedural documents and c.) Phone and email technical support. It is anticipated that a sole source, Firm Fixed Price contract, using the authority under Section 4202 of the Clinger-Cohen Act of 1996 (10 U.S.C. 2304(g)) as implemented by FAR 13.5 Test Program for Commercial Items will be issued. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice to Krista Hayden via email at Krista.Hayden@navy.mil. Responses shall be considered by the Naval Air Warfare Center, Aircraft Division, Contracts. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
