- The United States Naval Test Pilot School (USNTPS) located at Naval Air Station, Patuxent River, MD has requirement for a contractor to provide up to fifteen (15) hours in the H-34 (S-58) aircraft to support the Rotary Wing curriculum. Flight demonstration shall take place at NAS Patuxent River, MD. The 15 flight hours do not include the aircraft to and from NAS, Patuxent River. Provide access to airworthiness and maintenance documentation for the aircraft. The period of performance for this flight evaluation is 9-13 April 2007. The Government intends to solicit and negotiate on an other than full and open competitive basis with Pirate Airlift, Inc. 895 Secret Cove Drive, Sugar Hill, GA 30518 under the authority of FAR 6.302-1. Pirate Airlift Inc is the sole qualified supplier of this service at the present time. This notice of intent is not a request for competitive proposals, however, interested parties may submit a proposal in which they identify their interest and capability. All proposals received received by 12:00pm Eastern Standard time, 04 April 2007 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole sources basis based upon the responses received. The Government will not pay for any information received. In addition to all applicable Federal Aviation Regulations, the minimum qualifications for the contractor furnished Safety Pilot are: a.) a minimum of 50 hours total time in model, with not less than five (5) hours in model with the previous 60 days. b.) not less than 500 hours total time. c.) must have a current FAA commercial license (CFI desired) with current medical qualification and required aircraft certifications. d.) If the Safety Pilot has not previously flown with USNTPS, and initial Safety Pilot qualification flight and familiarization shall be completed prior to student flights. All responsible sources may submit a proposal, which shall be considered by the agency.
