- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00421-07-R-0048 and is issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The requirement will be full and open and the place of performance will be Naval Air Systems Command, Patuxent River, MD. The NAICS code is 423430 and the size standard is 100 employees. This is a notice of intent to procure: (1) User Management Software Licenses for 88,000 users with core capability to operate with SAP upgrades over the next five (5) years (1st lot); (2) installation services (2nd lot); and (3) 1 base year and 4 option years of maintenance (3rd lot). Interested parties should email donna.voithoffer@navy.mil for the Statement of Work which includes more specific information. These items will be delivered FOB destination to the Naval Air Warfare Center Aircraft Division, Patuxent River, MD by 03 April 2007. At this time, it is anticipated that the Government will make one award for all lots. Therefore, proposals shall include prices for all lots. However, the Government reserves the right to make separate awards for any or all lots, if making separate awards is determined to be in the best interest of the Government. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The provision at 52.212-2 is applicable to this requirement and the evaluation criteria to be used in paragraph (a) are as follows: technical capability is significantly more important than price and past performance. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with their offer. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition and these additional FAR clauses cited in the clause are applicable to this acquisition: 52.222-26, 52.232-33. DFARS 252.204-7004 ?Required Central Contractor Registration? applies to all solicitations issued on/after 6/1/98. Lack of registration in CCR database will make an offeror ineligible for award. Awards will be made to the contractor(s) whose proposal is/are determined to be the best value based upon the above evaluation criteria.
