Description
Concerns having the ability to conduct research on detection and monitoring of major ecosystem disturbances described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 30 calendar days from the date of this synopsis. The U.S. Geological Survey, Earth Resources Observation and Science (EROS), has a requirement to develop a methodology to detect and characterize major disturbance types to monitor state and trends of ecosystems and to update USGS baseline database in land cover and vegetation cover. Two groups of change detection algorithms need development, one for use with MODIS (Moderate Resolution Imaging Spectroraeiometer) data and the other for use with Landsat images. The proposed research includes developing, testing and validating these algorithms. The development of the MODIS land cover change detection algorithm will be to achieve two capabilities - separating fires from clear-cut/harvesting, and detection of partial disturbances caused by insect, disease, and/or storm damage, as well as minor disturbances such as thinning. In addition, the algorithm will be used to produce change products for the entire U.S. using available MODIS data from 2001 to 2006. The developed change products will be validated using Landsat images for selected locations, including at least one in southeast U.S. and one in Pacific northwest U.S. The Landsat task requires two types of temporal analyses. For areas where substantial changes occur every year, at lease one Landsat image will need to be acquired in order to map those changes on a yearly basis. A multi-temporal change mapping algorithm will be needed to analyze such an annual image stack. For areas where substantial changes only occurred in a specific year, mapping those changes requires a pre-change image and a post-change image as well as a bi-temporal change mapping algorithm. Both the multi-temporal and bi-temporal change mapping algorithms will be developed through this project. Because they are both intended for use in an operational system, they will be highly automatic. In both cases, automation will be achieved by automatic delineation of core forest pixels. The bi-temporal change mapping algorithm will use advanced classifiers. Because the developed algorithms are intended for use across the entire U.S., they will be tested and validated at locations representing different biomes of the U.S. including eastern forests, western forests, as well as semiarid environment and other forest ecosystems. Improvements to the developed algorithms will be made for areas where the validation results indicate inefficiencies. Based on the information available at this time, and in accordance with 41 U.S.C. 253 (c) (1), implemented by FAR 6.302-1, the Government considers the items specified as a sole source from University of Maryland, College Park, MD, and proposes to negotiate a contract with that university. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item/services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement. See Numbered Note 22.
