THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. This project is a Best Value, two-phase design-build solicitation. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) package. The solicitation criteria relie s upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and usable facilities, as described in the R FP documents. One solicitation will be issued covering both phases. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two, and an amendment will be issued to those selected offerors. Selection of offeror s for involvement in Phase Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Phase Two phase of the Request For Proposals. A li mited number of firms will be invited to participate in the second phase. Design and Construct multi-story reinforced concrete and structural steel buildings on concrete footings, precast wall panels, and build-up roofs to support Missile Defense Agency (MDA) and U.S. Army Space and Missile Defense Command (SMDC) activities. Re quired functional areas include administrative space, access control center, sensitive compartmentalized information facilities, special access areas, central mailroom, test data storage and analysis area, technical library, computer operations, meeting ro oms, training area, graphics, break rooms and storage areas. The project will also consists of a cafeteria serving the 4,000 person complex, physical fitness center, and covered walkways between facilities. Central mechanical plant containing boilers, ch illers, fire pumps, primary & electrical supply and distribution, and standby generators for mission critical loads will be included. Supporting facilities include water, domestic and storm sewers, gas and electric services; fire protection and alarms sys tems; telecommunications; parking; sidewalks; street lighting; landscaping; and site improvements. Access for handicapped shall be provided. Antiterrorism force protection measures include building standoff distances, structural preventive collapse, lami nated glass, lighting, bollards, control gates and berms. Provide comprehensive interior design and structural interior design. The North American Industry Classification System (NAICS) code for this project is 236220. Bid documents are available on or about 2 April 2007. Estimated cost of work is over $25,000,000.
