Description
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), Vicksburg Consolidated Contracting Office proposes to issue a sole source contract to Eastern Analytical Inc of Concord, New Hampshire (who has performed all well testing and analysis at CRREL and maintains the base line data) to provide the following service: Currently the monitoring wells at CRREL are sampled using a modified 3 well volume purge procedure. Spe cifically, a Grundfos pump is used to purge ~ 50 L from the well and then to collect a sample from the well. This modified procedure was adapted because of the slow recharge in some of the CRREL wells. However, this procedure is not well standardized and leads to concerns about the comparability of the sampling events. Because the Grundfos pump is known to generate heat that is typically transferred to the samples, there are also concerns whether this pump can recover representative concentrations of VOCs. Therefore, this project will compare the VOC concentrations in samples collected from all of CRREL's ground water monitoring wells using the currently used protocol, low-flow purging and sampling, and PDB samplers. All the samples will be analyzed for th e NHDES full list of VOCs. Samples will be collected following standard sampling techniques and protocols (e.g. US EPA (1 985)Practical Guide for Ground Water Sampling and US EPA (1986)RCRA Ground Water Monitoring: Draft Technical Guidance). Specifically , only certified pre-cleaned VOA vials will be used, and all samples will be preserved with (hydrochloric) acid (to a pH of 2) and kept on ice prior to and during shipment to the laboratory. The laboratory will keep the samples refrigerated at 4?C and all analyses will be completed within a 14-day holding time. In an effort to save on the cost of this evaluation, this project will be conducted in conjunction with the normal sampling regime at CRREL. Specifically, the three sampling methods will be used to collect samples from CRREL's ground water monitoring wells (CECRL07 through CECRL20) in July (only). The five Production wells CECRL0I through CECRL05 and the storm water drain outfall will be sampled quarterly in April, July, October, and January 2008. Samples from the production wells and the storm water drain will be taken as they have in the past. The contractor must be a New Hampshire accredited full service laboratory and will conduct all sampling and analyses. The contractor will also supply all the sampling (VOA) vials and equipment needed for the low-flow sampling (including dedicated bladder pumps, tubing, and a controller) and the PDB samplers (including lines and weights) for all of the ground water monitoring wells (i.e., CECRL07 through CEC RL20). For the conventional sampling protocol, CRREL will provide the Grundfos pumps, tubing, and controller for the monitoring wells. All sampling schedules and protocols will be approved by the Government and coordinated with the CRREL Safety and Envi ronmental Management Office. The contractor shall furnish the test results and analysis to the CRREL Safety and Environmental Management. Office within 10 business days of collecting the last samples. All samples from the same well will be analyzed on th e same day. A firm fixed-price contract will be awarded utilizing the Simplified Acquisition Procedures. Any other responsible source able to provide the services stated above is encouraged to respond to this announcement within 15 calendar days after i ts publication.
