- This amendment makes the following changes to clause 52.212-2 EVALUATION --COMMERCIAL ITEMS (JAN 1999). Delete paragraph (a) 1.1. and replace with the following (changed language is in bold) 1.1 An award shall be made to that single responsive, respo nsible offeror whose quote conforms to the RFQ and represents the best value to the Government in terms of the evaluation criteria and other considerations specified within the RFQ. The Government is willing to accept other than the low price, minimally a cceptable quote should the added benefits/quality of a higher priced quote justify the additional price. Technical approach and key personnel are considered equal. When combined, all evaluation factors are significantly more important than price; however, price will be given more importance as the proposals approach equality. Option prices will be included for evaluation purposes only and will not obligate the Government to exercise options. Delete paragraph (a) 3.3.3. Completeness. Insert the following: (a) 3.3.3. Past Performance- The contractor must provide references for at least two comparable projects, with a narrative description of the project.
