Description
Headquarters Air Combat Command (HQ ACC) plans to recompete its contract for the Operation and Maintenance (O & M) of the Tethered Aerostat Radar System (TARS). The Contractor selected to fulfill the requirements of the PWS shall be required to provide Program Management, Operations & Maintenance (O&M), Mission Support, and Life-Cycle Management Support required to successfully achieve system Operational Availability (Ao), Equipment Reliability (Er), radar coverage, and data integrity required by TARS users. These services shall focus on providing quality and reliable operational data from the eight current sites. The contractor shall perform the services required under this contract 24 hours a day, 7 days a week. As part of this support, the contractor shall provide management, supervision, personnel, communications, training, general purpose vehicles and other services identified in the Performance Work Statement (PWS) under the Firm Fixed Price (FFP) portion of the contract, except for items/services specifically designated as cost reimbursable (CR). The contractor shall provide equipment, tools, materiel, operating stock, bench stock, and other miscellaneous services to meet PWS requirements. The costs associated with these items are CR, exclusive of fee, unless otherwise specified in the PWS. O&M shall also include a Contract Management Office (CMO), a 24/7 TARS Control Center (TCC), a Logistics Center (LC), and life-cycle management (cradle to grave support) for all PME under the FFP portion of the contract. All services requested under this contract are non-personal in nature. The anticipated contract award date is on or about 18 Jul 2008. The performance period is projected to be a 60 day transition period, and base year with 7 one year option periods. The NAICS code for this effort is anticipated to be 517910. A determination regarding the set aside status for this effort has not been made. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. This notice is for information and planning purposes only, and the Government will not pay for any information received. Any subsequent solicitation will be synopsized prior to its release.
