Description
RFQ Title: Interment Flags Request for Quote (RFQ) #: VA-101-07-RQ-0179 is hereby amended to answer additional questions submitted in response to the solicitation. The time and date specified for receipt of offers is not extended by reason of this modification. Questions & Answers Question 1: In the first paragraph, the Amendment refers to "Offerors who submitted responses to RFQ#VA-101-07-RQ-0048?" Does that refer to VA-101-06-RQ-0048 Amendment 009 or is it something else? Response: This refers to RFQ VA-101-06-RQ-0048. Question 2: The amendment states that "Offerors who have not successfully previously provided Interment Flags to the Department shall include a bid sample . . ." Does that mean no sample is required from an offeror who HAS successfully previously provided Interment Flags to the Department? Response: Yes. Question 3: Further, the amendment states that in the Technical Quote offerors must address their ability to manufacture the flags as specified, including but not limited to: personnel, training, equipment, manufacturing process, etc. Are previous suppliers required to submit all of that detailed information or is that only for offerors who have not previously provided Interment Flags to the Department? Response: ALL offerors shall address their ability to manufacture the flags as specified, including but not limited to: personnel, training, equipment, manufacturing process, etc. While not required, to limit redundancy we have authorized offerors to resubmit the technical quotes provided under RFQ VA-101-06-RQ-0048 as long as the capacity increase required by this solicitation is clearly addressed in the technical quote submission. Question 4: Do offerors who have successfully previously provided Interment Flags to the Department need to address the question posed in the amendment as to why they believe they are compliant with the public law (PL-105-261 section 1073), the non-manufacturer rule, etc.? Response: Yes. While not required, to limit redundancy we have authorized offerors to resubmit the technical quotes provided under RFQ VA-101-06-RQ-0048 as long as the capacity increase required by this solicitation is clearly addressed in the technical quote submission. Question 5: The evaluation factors are listed in order of importance as follows: technical capability, past performance and price. Technical capability, the most important, is being evaluated based on results of the bid sample, technical criterion identified in item 6 and past performance. If a previously successful offeror does not provide a bid sample, then how is this factor evaluated? Response: To have successfully performed this requirement for the Department in the past, the flags submitted would have conformed to the specification identified. As such, Contractors that are not required to submit a bid sample will receive a technically acceptable rating under the bid sample portion of the technical evaluation. Question 6: Since we had successfully previously provided Interment Flags to the Department, we provided a previous contract number. Should we be providing additional technical reference information to supplement that or is having previously provided under a contract sufficient? Response: If you are confident in the performance provided to the Department under the contract identified, that single listing is sufficient. Question 7: It appears in Amendment 04 you basically now are asking the same questions that you asked on the main bid VA-101-06-RQ-0048 for Interment Flags. My question would be that I would incorporate those answers for ...0048 into a supplement to ....0179 and send them electronically to you referring now to the Amendment 04 of bid ...0179. Is that acceptable? Response: Quote submissions shall adequately address the requirements established in the solicitation. A contractor may amend/incorporate changes into the submissions provided under VA-101-06-RQ-0048 at their discretion. Question 8: It also appears in Amendment 04 for ...0179 that you are no longer looking for a contractor that can do the entire amount by giving a minimum quantity of 10,000 flags to 172,014. Response: The Department retains the immediate need for 172,014 Interment Flags. 10,000 flags shall be the contract minimum per IDIQ contract awarded and is not reflective of the monthly need of the Department. Contractors shall propose monthly quantities of Interment Flags for which they have the capacity to provide. The monthly requirement based on 6 flags per carton is 28,668 flags per month for the first five months and 28,674 flags in the sixth and final month. As indicated in the solicitation, the government reserves the right to make multiple awards. Pricing shall be reflective of the quantity each offeror has identified themselves as being capable of providing. Question 9: Amendment 4 states that the "contract minimum shall be 10,000 Interment Flags and the contract maximum shall be 172,014"   Can you clarify if this is 10,000 per month minimum or can someone bid on 10,000 total.  Response: 10,000 flags shall be the contract minimum per IDIQ contract awarded and is not reflective of the monthly need of the Department. Contractors shall propose monthly quantities of Interment Flags for which they have the capacity to provide. Question 10: Will bid samples be accepted before the March 21, 2007 deadline? Response: Yes. Except as provided herein, all terms and conditions of the solicitation document remain unchanged and in full force.
