Description
The VAMC Spokane, WA intends to award a sole source contract to Stericycle, 20320 80th Ave South, Kent, WA 98032, to provide Medical Waste Removal services for the Spokane VAMC, 4815 N Assembly St., Spokane, WA 99205 and the Wenatchee, WA Community Based Outpatient Clinic (CBOC), 2530 Chester Kimm Road, Wenatchee, WA 98801. The NAICS code for the procurement is 562112 "Hazardous Waste Collection" with a size standard of $11.5 Million. The Government believes that Stericycle is the only approved carrier for Central and Eastern Washington through the Washington Utilities and Transportation Commission. This is a sole source procurement under the Simplified Acquisition Procedures, 38 U.S.C. 8153 and Other Than Full and Open Competition (FAR 6.302-1). This notice of intent is not a request for competitive quotes however; any firm that believes it can meet the following requirements may give written notification to the Contracting Officer, VAMC Spokane, WA. 4815 N Assembly St, Spokane, WA., no later than 2:00 PM PDT, March 23, 2007: Contractor shall furnish all labor, materials and expertise for the pick-up, removal, transportation and disposal of medical waste and waste with trace pharmaceutical contamination except for P and U listed wastes for the VA Medical Center Spokane (VAMC). Contractor must met or exceed all City, County, State and Federal laws and codes in the transportation and disposal of medical waste. Contractor must met or exceed all State, Federal, OSHUA and JCHAO standards in the handling and disposing of Medical Waste as well as the training of personnel in the handling and disposing of medical waste. Contractor vehicles must met or exceed all City, State, Federal and DOT licensing and vehicle requirements for transporting medical waste. Contractor shall provide continuing education to all employees and as requested to VA staff on handling and segregation of medical waste. Contractor will ensure that all personnel meet or exceed all training requirements for handling and disposing of medical waste as required by OSHA, EPA, DOT and JCAHO standards and that the proper documentation is available for review upon request of the Contracting Officer or the COTR. All waste pick up shall be manifested with a copy given to the VA Representative at the time of pick up. The manifest shall indicate the number and size of containers that were picked up. The manifest shall be signed by the transporter and the generator at the time the waste is picked up. A certificate of destruction shall be provided to the vendor upon completion of incineration of wastes with trace contamination of pharmaceuticals excluding P and U listed wastes, these wastes will be incinerated at 2000 degrees F or greater. A certificate of disposal shall be provided for all other regulated medical wastes. Contractor shall provide but not limited to the following: all types of containers, liners, tape guns and tape at no additional cost to the VAMC. Contractor shall supply proper labels for each site at no additional cost to the VA. The labels must include the site account number, address and facility name and/or bar coding that is capable of providing this information. Supporting evidence must be furnished in sufficient detail, to the above listed address, Rich Hague, Contracting Officer richard.hague@va.gov or faxed to (509) 434-7101. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, VA will proceed with the sole source award to Stericycle.
