Description
This announcement is provided as an update to the Office of the Secretary of Transportation (OST) Request for Information (RFI) previously released on October 10, 2006. The RFI formally announced the department's intent to execute a competitive procurement for emergency transportation services and requested industry input on an attachment of questions related to the core requirements and acquisition strategy for the future solicitation. The RFI explained OST's ESF#1 functions under the National Response Plan (NRP) and provided industry with the government's concept of operations for an emergency transportation environment. Responders to the survey provided insightful information on state of the art technology, innovative approaches to transporting evacuees and life sustaining products, industry capabilities and best practices. Industry responses were received on November 3, 2006. After review of industry's responses and in consideration of lessons learned in the Post Hurricane Katrina aftermath, the government has decided to change the original scope of the requirements to focus primarily on the movement of goods, equipment, and personnel. This change in scope excludes requirements related to the conduct of mass evacuations of the general population, including using bus, air, maritime and rail services for evacuation purposes. However, key components that remain include the integration of effective tracking systems for assets as well as comprehensive dispatch, fleet management and other services. Instructions to Interested Offerors: OST intends to release a draft Request for Proposal (RFP) for Industry comment in the early April 2007 timeframe. The government will provide specific instructions for Industry in the draft RFP release. All interested offerors are requested to submit a statement of interest on the future solicitation in response to this announcement. The statement of interest should be submitted on company letterhead, and identify a company point of contact. Additionally, the Government may hold an Industry Day for interested offerors. The letter of interest should indicate each company's interest in participating in an Industry Day. No evaluation of a vendor's response will occur.
