Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Gerry E. Studds Stellwagen Bank National Marine Sanctuary in Scituate, MA is issuing notice of intent to award a firm fixed price type contract for services to include staffing and maintenance of the sanctuary?s visitor exhibit located at 205 Commercial Street (Aquarium Wharf). The main objectives are to staff and maintain the exhibit and to work closely with the exhibit designers to maintain full-time operation of all computer touch screen and audio-visual units. In addition to daily cleaning, further maintenance shall include changing exhibit light bulbs, refilling literature racks with sanctuary publications, and making small repairs, such as paint touch-ups, as necessary. The contractor shall provide personnel to staff and maintain the exhibit in accordance with the following schedule: May ? 18 days, 8 hrs/day (staffing Thursday through Sunday and Monday holidays) June ? 18 days, 8 hrs/day (staffing Thursday through Sunday and Monday holidays) July ? 31 days, 8 hrs/day August ? 31 days, 8 hrs/day September ? 18 days, 8 hrs/day (staffing Thursday through Sunday and Monday holidays) October ? 5 days, 8 hrs/day (staffing Oct. 4,5,6,7, and 8th) The daily schedule consists of public viewing from 11am-6pm and cleaning, maintenance and preparation of the exhibit for the next day?s viewing from 6pm-7pm. In addition to the above schedule, 32 hours will be incorporated for preseason preparation (approximately 8 hrs), postseason winterizing (approximately 8 hrs), and emergency calls throughout the season (e.g., hurricane preparedness). It is NOAA?s intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The applicable NAICS is 561990 with a small business size standard of $6.5 million annually. The Request for Quotation (RFQ) will be issued on or about March 21, 2007 with responses due on or about April 4, 2007. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ and all subsequent amendments. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR), www.ccr.gov, and obtain and provide on the offer a DUNS number by calling 1-800-333-0505.
