Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Quantum Design, 6325 Lusk Boulevard, San Diego, CA 92121-3733, for the purchase of an upgrade to an existing Magnetic Property Measurement System (that uses a Superconducting Quantum Interference Device for the measurement) (MPMS SQUID) Magnetometer System for a helium reliquification system. Sole source determination is based on the NIST requirement to significantly reduce the overall liquid helium consumption and to permit the MPMS SQUID Magnetometer to remain operational during shortages of liquid helium by capturing the gaseous helium from the dewar, cooling it until it re-liquefies, and returning it to the dewar. It is essential that this ?cryocooler? be able to communicate with the existing magnetometer?s software so that the pump can be turned off during sensitive measurements in order to eliminate noise and that the dewar also be able to communicate with the software in order to track the level of liquid helium. As a result, Quantum Design is uniquely qualified to provide the required upgrade. No other company has the knowledge or the ability to replace the dewar and its meters with a re-liquefying dewar and meters that interface with the controlling software, which is proprietary, allowing the re-liquefier?s pumps to be controlled in conjunction with the magnetic measurements for noise control. Delivery shall be FOB Destination and be completed in accordance with the Contactor?s commercial schedule. As defined in the federal Acquisition Regulation (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at delivery point specified in the purchase order, and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. The North American Industrial Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the government will consider responses received by 26 March 2007. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
