Request for Information / Sources Sought Notice Description: Legal Services **********MARKET SURVEY********** THIS REQUEST FOR INFORMATION IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURESEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. REPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS APRIL 15, 2007. Contracting Officer Address: Department of Agriculture, Rural Development, Procurement Management Division, 1400 Independence Avenue, S.W. (Mail Stop 0741), Washington, DC, 20050, United States. The applicable North American Industry Classification System (NAICS) Code is 541110, Office of Lawyers. The NAICS size standard is $6 million. Market Request Information The United States Department of Agriculture, Rural Development (USDA, RD) is seeking to determine the existence of HUBZone law firms capable of providing legal services in the Commonwealth of Puerto Rico. The HUBZone law firm must have specific corporate experience in foreclosure proceedings with or without deficiency judgments, estates, bankruptcy and recovery of possession. The required legal services will be provided throughout all of Puerto Rico. Proposed attorneys must be in good standing with the BAR of Puerto Rico. Interested HUBZone law firms must submit a statement of capabilities that includes, at a minimum, (i) the primary focus of the legal services provided by the law firm, (ii) general corporate experience in handling foreclosures, estates and bankruptcies for at least the last 5 years, (iii) specific corporate experience in handling foreclosures, estates and bankruptcies for the Federal Government and the number of years in handling such cases; (iv) a statement of the estimate number of annual foreclosures, estates and bankruptcies handled by the firm in general and for the Federal Government, (v) an estimate number of additional annual foreclosures that the firm can satisfactorily handle, and (vi) the number of legal and non-legal staff currently handling foreclosures or bankruptcies or both. A general corporate brochure that does not specifically address the areas of information requested above is insufficient and will be rejected as a basis upon which to determine whether this acquisition may be aside for HUBZone competition. Statements of capabilities are limited to 10 pages. No written or telephonic inquiries will be accepted or responded to. The HUBZone law firm must identify a point of contact for inquiries by USDA Rural Development, title of the point of contact, address, telephone number, facsimile number and e-mail address. If the law firm HUBZone is not currently geographically located in Puerto Rico, a detailed statement must also be provided as to how the HUBZone intends to perform these legal services in the Commonwealth. HUBZones located outside of Puerto Rico must be able to perform at least 51% of the required foreclosure and bankruptcy services if the HUBZone proposes to subcontract with a non-HUBZone law firm geographically located in Puerto Rico.
