- PLEASE NOTE CHANGE IN GHz FOR THE BLOCK DOWN CONVERTERS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number RFQ-0243219A is being issued as a Request for Quotation (RFQ). This Solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-15. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. This RFQ is issued under full and open competition and is restricted 100% to the Small Business Competitiveness Demonstration Program as defined in the North American Industrial Classification System (NAICS) code 334220 and the small business size standard is 750 employees or less. Award will be made to one vendor. The Federal Bureau of Investigation has a requirement for a video downlink system to be used with the FLIR downlink system under Request for Quote (RFQ) 0243219A. The selected vendor is to provide the FBI with: • 3 MSR Boxes to hold 8 Tuner Cards (ASI/SPI); • 18 Tuner/Demodulator Cards (DVB-T); • 3 SW, MSR PC Control Software; • 3 Decoder, SV-130, ASI, MPEG 422; • 18 Block Down Converters (2.7-6 GHZ); • 18 Enclosures for the Block Down Converters; and • 3 6x360 coverage antenna clusters. Interested parties shall submit their quote for this requirement in writing to this office (address below) by 4:30 PM, EDT on April 3, 2007, or via facsimile to the attention of Ms. Andrea J. Campbell at 703-632-3574, or via email to andrea.campbell@ic.fbi.gov. Telephone quotes will not be accepted.
