Description
The Air Education and Training Command (AETC), Randolph Air Force Base (AFB), Texas, hereby publicizes its intention to solicit for non-personal training services to provide courseware development, simulator and academic (platform) instruction for Undergraduate Flying Training (UFT) for the T-1, T-6, T-37 and T-38 aircraft; Introduction to Fighter Fundamentals (IFF); and Combat Systems Officer (CSO) Training services in support of the UFT and other United States Air Force (USAF) training requirements. Services shall be provided to aircrews as assigned by AETC, currently located at Randolph AFB, TX; Vance AFB, OK; Columbus AFB, MS; Sheppard AFB, TX; and Laughlin AFB, TX. The contractor shall provide sufficient, qualified instructors, operational, administrative, management and supervisory personnel to perform the required training services. The applicable North American Industry Classification System (NAICS) code is 611512, and the small business size standard is $23.5 million. This procurement is unrestricted (full and open competition). The period of performance will consist of a one-month phase-in period, one-year basic period, and five one-year option periods. The Government intends to award one firm-fixed-price indefinite-delivery requirements contract. Contractors will require a SECRET facility clearance. The anticipated issue date for the Request for Proposal (RFP) is on or about 12 Apr 07, with the anticipated date for receipt of proposals on or about 21 May 07. The Government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. A pre-proposal conference/site visit will be held at Randolph AFB approximately two weeks after solicitation release and should take no more than one working day. Prospective offerors will be allowed to visit the other performance sites, as they deem necessary. (Confirmed dates and additional information will be provided in the RFP). Draft RFP documents, to include the draft Performance-based Work Statement (PWS), draft Section L (Instructions, Conditions, and Notices to Offerors), and draft Section M (Evaluation Factors for Award), have been attached and posted along with this Presolicitation Notice for industry review and comment. [Please note that 2 of the draft PWS appendices are still not completed at this time; AETC is still gathering the information for the CDRL items and GFE inventory.] Interested parties should review these documents and provide any comments, questions, or suggestions via e-mail to both Mr. Andrew Feutz, at andrew.feutz@randolph.af.mil, and Maj Greg Caudle, at greg.caudle@randolph.af.mil. Responses are due no later than 1500 CDT, Monday, 26 March 2007. The Government will consider and respond to all input received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition.
