Description
NASA/JSC has a requirement for an Independent Audit of Biomedical Laboratory Processes & Practices NASA/JSC intends to purchase the items from Theradex Systems to provide a quality laboratory audit. Theradex has resources to identify credentialed multiple discipline experts in designated fields knowledgeable of the research and clinical practices and procedures in each area: pharmacology, exercise physiology, bone physiology, histomorphometry, biomechanics, immunology, cell science, radiation biodosimetry, muscle physiology, environmental physiology, and space medicine. Because of Theradex Systems' unique experience regarding ethical research on humans in space flight and analog environments, it understands NASA's existing laboratory practices and provides for a specialized technical quality laboratory auditing service that NASA requires. Theradex has established history of conducting biomedical audits for quality and data safety monitoring at NASA and the National Institutes of Health. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 26, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
