Description
NASA/DFRC has a requirement for GVT support and analytical services for NASA DFRC flight testing and research. The duties for this support and these services include but are not limited to: ground vibration test (GVT) instrumentation calibration (PCB accelerometers, PCB impedance heads, VXI data acquisition systems, PCB signal conditioners), GVT instrumentation and hardware repair (MB Dynamics exciters, PCB accelerometers, PCB impedance heads, VXI data acquisition systems, PCB signal conditioners, MB Dynamics amplifiers, MB Dynamics filters), consulting (on aircraft GVT?s and aircraft structural analyses), training (on conducting GVT?s and using GVT software), software installations (GVT and GVT data reduction software, I-Deas), conduct GVT?s on-site, perform Finite Element Model (FEM) updating (primary modes to within 3 per cent error and secondary modes to within 10 per cent error using Attune Software), Modal Analysis (using MSC.Nastran) and Flutter Analysis (using ZAERO). NASA/DFRC intends to award to ATA Engineering because this is the only contractor known who provides calibration services, supports use of and testing with this equipment/software and also provides technical direction to NASA on using the equipment on NASA tests. The extensive knowledge and experience in the areas of aircraft GVT and aircraft structural analyses in support of flight research and flight testing that ATA possesses is key to making sure NASA unique requirements are understood and met. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 29, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
