Request for Proposal (RFP)/Solicitation for the Replacement of the D7G, Medium Crawler Tractor (MCT) Contracting Office Address United States Marine Corps, Marine Corps Systems Command, 2200 Lester Street, Quantico, VA, 22134-6050 Description The United States Marine Corps has a requirement for procurement and delivery of a maximum of 300 medium crawler tractor (MCT) with attachments (tilt type blade, winch, drawbar towing coupler, and ripper), warranties, logistics support, technical manuals, training aids and operator/maintainer training on an unrestricted basis. This effort will be pursued as a commercial item purchase, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract pursuant to Federal Acquisition Regulation (FAR) 2.1, which provides the standard definition of a commercial item. Standard practices for Acquisition of Commercial Items, as set forth at FAR 12.203, will be applied throughout the process. Additionally, the contractor shall provide the requisite program management and logistics support to ensure that delivery schedules, performance requirements and worldwide supportability of the MCT is accomplished as set forth in the contract. The Request for Proposal (RFP) should be issued on or abo ut April 2007. The MCT program has been initiated to produce and deploy a commercial type dozer that will fulfill the requirements set forth in the purchase description. This vehicle is a replacement for the existing D7G, which has reached the end of its economical service life. Essentially, the MCT is a militarized commercial, diesel-engine-driven, crawler type, medium-drawbar pull tractor. The MCT shall be equipped with a Roll Over Protective Structure (ROPS) and a Falling Object Protective Structure (FOPS). The MCT is intended for dozing, ditching, ripping, excavation, backfilling, winching, towing and for push loading scrapers. The drawbar pull shall deliver not less than 35,000 pounds drawbar pull at a speed of no less than 1.4 mph. The tractor blade shall be a semi-u (straight) type and shall be hydraulically operated with a minimum digging depth of 20 inches and minimum lift height of 40 inches and a minimum width of 140 inches. The ripper shall have a diggin g depth of not less than 20 inches. The ripper shall have sufficient hydraulic force to lift the rear of the tractor clear off the ground and raise the ripper from maximum digging depth to the normal carry position. The winch shall be a single drum, reversible, hydraulically controlled, over wind towing winch. The winch shall have a bare drum line pull of not less than 50,000 pounds at a speed of not less than 80 feet/minute. A drawbar or towing coupler integral with the winch shall be furnished. A drawbar or towing coupler pin meeting the requirements of SAE J749, for a 60,000-pound tractor shall be provided. The pin shall be provided with a locking device permanently attached to the drawbar or towing coupler. The diesel engine shall also be capable of operating on JP-8. It must be capable of operating over uneven and unprepared surfaces (rough terrain) to include sand, snow and mud.
