Description
The U.S. Army Space and Missile Defense Command (USASMDC) intends to negotiate on a sole source basis with Delta Research, Inc. of Huntsville, Alabama for a ceiling increase to the existing Tactics and Specification Center Engineering Services Contra ct DASG60-00-C-0097. The additional effort of 23,376 Direct Productive Person Hours(DPPHs)is necessary to support the development of additional threat specifications required by the Missile Defense Agency (MDA) and the USASMDCs Total Defender program. Thi s support includes detailed characterizations of various threat systems anticipated and their tactical usage. These high fidelity characterizations include system performance, manufacturing techniques, 6 degree of freedom (6-DOF) trajectories, target/obje ct signatures, and associated penetration aid designs and performance characteristics. The proposed acquisition is directed to Delta Research pursuant to 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supp lies or Services will Satisfy Agency Requirements. Delta Research, Inc. possesses specialized and unique substantive qualifications and expertise in all areas covered in the required tasks. In having the expertise in all areas, Delta Research has provi ded the integrity to the program that is needed to provide the defense acquisition community with a seamless integrated product. They not only have extensive hands on experience in all of the required areas, but also has been continually used as the pri mary design and characterization developer for the subject effort since the beginning of FY90. This support is essential for timely and successful completion of the Scope Of Works (SOW) various and highly specialized tasks. The threat requirements for MD As defense planner are based upon a spiral development process. Delta Research has developed the first two threat packages and delivered them ahead of schedule. Contractor total program support is necessary to ensure the effective completion of the cur rent spirals threat specifications. Based upon market research, the Government is not using the policies contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 days of this notice. The proposed contract action is for services for which the Gove rnment intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent to award a sole source modification to an existing contract is not a request for competitive proposals. Interested parties who believe th ey can perform this requirement without substantial duplication of cost to the Government are invited to submit a written narrative statement of capability, no more than 15 pages in length, to include detailed technical information sufficient to permit age ncy analysis in order to determine bona fide capability to meet the Governments requirements. In order to be responsive, the statement must demonstrate: (1) a history of proven experience in providing specialized Tactics and Specification Center Enginee ring Services; and (2) the ability to immediately assume the on-going project without disruption to current operations. Responses without the required documentation will be considered nonresponsive. The above stated information must be received no later than 15 days after publication of this synopsis, should cite number DASG60-00-C-0097, and should be mailed to the U.S. Army Space and Missile Defense Command, P.O.
