Description
The U.S. Army Corps of Engineers, New York District is soliciting and intends to award a construction project entitled Picatinny Arsenal Fire Station at Picatinny, NJ. The project is being solicited as an 8(a) competitive procurement under solicitation No. W912DS-07-B-0004. This project includes a Brand Name Only component. This notification serves three purposes: (1) to notify potential offerors of the Armys intent to award a brand name only component under a construction project, (2) to identify potential sources that can provide the brand name only item and (3) notification of the Armys intent to sole source a Brand Name Only system, Nederman Magna Track? HL, as described below. The Nederman system is embedded in the construction project, which is being issued competitively. Only that part of the project requiring the Nederman system will be sole source if no sources are able to provide a compatible system. In the event no compatible equipment exists, the Brand Name Only justification will be issued pursuant to FAR 6.3, Only One Responsible Source. This Notice of intent is for planning purposes and is not a solicitation. This Notice of intent is the only document that will be published notifying potential offerors of the governments intent. SUMMARY OF REQUIREMENT: Fire trucks at Picatinny are currently equipped with exhaust nozzles that are affixed to the Nederman Magna Track? HL. The system proposed shall meet the following requirement, 10 HP, 3500 RPM, TEFC Motor, Static Pressure 6 WG, Electric 208-230/3/60 and must provide the magnetic starter and local safety disconnect switch. The exhaust fan and associated system must be capable of receiving radio frequency from the emergency vehicles at an FCC approved frequency of LLB4712. The FCC approved transmitter frequency shall serve to act as a remote control for the fan start up to ensure that the exhaust system is always running whenever the emergency vehicle is in operation. This Notice of intent requests that any vendor wishing to provide information on a system that is compatible with the Nederman nozzle affixed to the rescue vehicles should provide a copy of its brochure and any other pertinent technical data. Responses should include: (1) A technical description on the vendors vertical hose having the capacity to achieve a 100% exhaust extraction from the vehicle nozzle. The nozzle should slip off smoothly when the electromagnet is automatically switched off as the vehicle passes through the door. This concept and configuration should stay in position during the travel of the vehicle within the fire station. The system shall meet the above identified technical requirements. All interested vendors should notify this office in writing by mail or fax by 28 March 2007, 02:00pm local time. This is NOT a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This Notice of intent neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Notice of intent should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only.
