- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-07-T-1117 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to Plasma Processes, Inc, Huntsville, AL, for three (3) rhenium coated stainless steel samples for Government inspection and research and development testing that are 3 inch x 3 inch in size and utilize the EL-Form process for electrodeposition. The thickness of the Rhenium shall be a minimum of 0.010 inch thickness and a maximum of 0.050 inch thickness. Plasma Processes, Inc, is the only known source of the unique and trade secret EL-Form process for electrodeposition of thin rhenium coatings to graphite and stainless steel substrates. This unique feature offers significantly improved crystal structure over other coating processes, making it more capable of surviving high-pressure, tactical propulsion environments. To our knowledge, a similar capability does not exist from any other source. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. CLIN 0001 will be issued for the following Plasma Processes catalog items and quantities: Three (3) rh enium coated stainless steel samples, 3 inch x 3 inch in size and utilizing the EL-Form process for electrodeposition. The thickness of the Rhenium shall be a minimum of 0.010 inch thickness and a maximum of 0.050 inch thickness. Shipping costs shall be included for destination Redstone Arsenal, AL. The place of delivery, acceptance, and FOB Destination point is Central Receiving, Building 8022, Redstone Arsenal, Alabama, 35898, marked for the attention of Scott Michaels, AMSRD-AMR-PS-PT. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 22 March 2007, noon (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Reg ulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Comm ercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition.
