Description
Please answer the following three sets of questions pertaining to the planned Grader procurement. Please provide your answers to Todd Burrows at burrowst@tacom.army.mil NLT COB March 26th. Data Rights The Government has a requirement to provide a training simulator to the Army for the operation and maintenance of the Grader. One of the possible acquisition strategies would be to purchase Government Purpose data rights, pursuant to DFARS clause 227.7013, from the successful offeror for their grader and provide this data to STRICOM (Command responsible for the purchase of training simulators) to provide to their training simulator contractor to develop a grader training simulator. We would price the data r ights separately. The Grader manufacturer would also need to work with the STRICOM contractor in the development of this simulator. We would also price this support effort separately. Regarding the strategy outlined above, we have the following questions: 1) Would you be willing to provide Government Purpose data rights to the Government for you grader as part of this solicitation? If not, please state specifically why not. 2) What would be your ROM for this effort? 3) Would you be willing to work with STRICOMs training simulator contractor (provide vehicle access, resolve technical questions, etc.) as they develop the training simulator? 4) What would be your ROM for this effort? Diagnostics 1) Identify all of your system monitored mission essential fault conditions relating to the engine, transmission or hydro-static drive, hydraulics and brake systems. What other fault conditions beyond those previously described are you monitoring? 2) What are the current diagnostic and fault isolation capabilities provided on your vehicle facilitating the ease of serviceability and maintenance of the vehicle? 3) What methods of diagnosing malfunctions does your system use: embedded diagnostics, automated diagnostics using external test equipment, or the use of manual diagnostics external to the system? 4) Embedded Diagnostics (ED) is the capability to self-diagnose using on-board resources as an integrated system that collects, correlates, and synthesizes system performance data to provide a system level health assessment via on-board processing. What level of embedded diagnosis does you system provide, I.E. sensors, fault lights, fault codes listed, numerical system health assessment values, recommended operator solution? Please describe. Technical questions 1) How many square inches of visibility do you intend to provide on your armored grader with armor kit installed? 2) Will the on-board air conditioner of your proposed grader meet the cooling requirements (approx. 30,000 BTUs based on previous model) with the armor kit installed, or will an auxiliary air conditioner be required? 3) What percentage side slope will your grader be able to negotiate with armor kit installed? 4) Will your ROPS structure be capable of certification with armor kit installed? 5) With the armor kit installed, what will be the total load on each axle? 6) Please provide weight ratings for each of the following components as installed on the proposed grader: axles, tires, transmission, brakes, and suspension. 7) What length of time will be required to configure the grader for C-130 transport?
