- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. I. INTRODUCTION. A. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ) number is: TARDEV08907 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- Fac 2005-15, Effective 12 Feb 2007 D. 100% Small business set aside is being used. The NAICS code applicable to this acquisition is 332812 Metal Coating, Engraving (except Jewelry and Silverware), and Allied Services to Manufacturers corresponding to a size standard of 500 employees for sma ll business qualification. E. Basis for award Award shall be made to the responsible offeror having the lowest price, and meet the delivery schedule below. II. GENERAL. A.
