Description
This solicitation is currently suspended due to technical issues. This notice is p rovided as status and information only. This Modification 004 to Subject Presolicitation Notice is based on the best and most current information available to date.? This information is subject to change and is not binding upon the Government.? For purposes of this notice, interested firms may?anticipate a performance period of not more than five years in the form of a firm, fixed-priced requirements type contract. ?T his procurement is 100 percent Small Business Set-Aside. Potential sources are sought capable of providing all labor, material, equipment, supplies, testing, packing, and shipping to manufacture and provide M100 Sorbent Decontamination System (SDS).? This will be a Best Value type acquisition and will include a trade-off method for the evaluation factors and selection criteria. ?Projected requirements are for an estimated total of 20,000 each per year for the performance period of five years.? The M100 SDS is a portable decontamination system used for operators equipment wipe down during immediate decontamination operations.? Each M100 SDS consists of a case holding two decontamination kits, detailed instructions, and straps.? Each kit consists of one pack of reactive sorbent powder (approximately 0.7 lb) and one wash mitt-type applicator. ?The M100 uses a reactive sorbent powder that is non-toxic, non-corrosive, and poses no storage or transportation risks to remove liquid chemical agents from surfaces.? Th e system is designed to operate at temperatures between -25 degrees F and 120 degrees F and have a shelf life of greater than ten years.? FOB is Destination to Blue Grass Army Depot, KY.? The Part Number for the M100 SDS is EA PRF 2163.? First Article Test and First Article Test Report Costs are borne at the Contractor's expense and these costs will be amortized into the unit price of the initial Delivery Order, if and when,?placed against the basic contract.? The Performance Specification is EA-D-2163.? Th e NSN is 4230-01-466-9095.? The existing M100 SDS current item configuration requires its manufacture in accordance with the Government' s performance specification. ?The M100's decontaminant is based upon the performance of an alumina-silica sorbent mixed with 5 percent activated carbon.? The Government owns the rights to this particular powder and its manufacturing process. ?However, this decontaminant's Technical Data Package (TDP) is controlled by Distribution Statement X.? DISTRIBUTION STATEMENT X is p rotected and may require a non-disclosure agreement before the TDP can be obtained.? Specific instructions are normally included within the solicitation giving direction to prospective offerors how to obtain this type of TDP.? When issued the solicitation for the manufacture and delivery of the M100 SDS, the scope of work (SOW) will define whether a specific manufacturing process, an alternative technology, or a combination thereof, is sought.?Sections L and M of the solicitation would provide the evaluatio n factors and selection criteria by which any proposals shall be rated. ?The solicitation shall advise any prospective contractor to be advised?whether it is allowable to submit a separate offer for each type of process or technology proposed.? Technical q uestions or clarifications shall be submitted to the below Contract Specialist not later than 15 calendar days after issuance of the solicitation.? Thereafter, any response by the Government to technical questions is solely at the Governments discretion.?E stimated Issuance Date is 2007MAY31.? CAUTION: This solicitation, and any subsequent amendments, will be issued electronically in accordance?with FAR 4.502 and 5.102.? The Government is under no obligation and n o longer maintains any bidders mailing list.? It is incumbent upon an interested party to periodically access the above Internet address to obtain any issued amendments. ?Failure to obtain any amendments and respond accordingly by the date and time set as the bid opening/receipt of proposals may render your firms bid or proposal non-responsive and not considered for any resulting award.
