Description
This is a Sources Sought Notice and Market Research request. This request is for informational planning purposes only and does not constitute a Request for Proposal or Invitation for Bid, nor is it to be construed as a commitment by the Government. Kindly supply the following information; Business Name, Address, Phone, FAX, Technical Point of Contact, Contract/Business Manager POC, and E-Mail Addresses. CAGE and DUNs Number and Business Type are required. In addition, contractors shall provide a brief description of their capabilities and indicate whether their interest is as a prime contractor or sub-contractor. The United States Army Joint Munitions and Lethality Life Cycle Management Command, Manuever Ammo & Ground Systems Contracting Center, Picatinny Arsenal, N.J. 07806-5000, has a potential requirement for production of 518 Abrams Reactive Armor Tile Sets (ARAT) Block I, over a period of two years. The contract type shall be a Firm Fixed Price Supply contract. The contractor shall deliver the armor tiles for First Article, Initial Production Test and Explosive Ordnance Disposal (EOD). This requirement is in accordance with 10 U.S.C. 2304 (c)(3) Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services as implemented by FAR 6302-3, to create or maintain the required domestic capability for production of critical supplies by limiting competition to items manufactured in the United States, its outlying areas, or Canada. The prime contractor is required to have at least a Secret clearance to receive the TDP. A DD Form 254 Security Classification Guide will be attached to the solicitation. Contractors shall take special note of Block 13, DD 254 wherein it states that the TDP is releasable to U.S. contractors only. The general facility and capacity required suitable for the ARAT Block I production units, should be cleared for classified SECRET work, loading, handling, assembly, storage and test of explosive items. The armor design is classified SECRET-NOFOREIGN and the contractor must have personnel and facilities cleared at the appropriate level. This work effort will require performance up to and including SECRET level. Interested parties shall forward their firms responses directly to Ms. Carol A.
