Description
The U.S. Army Edgewood Chemical Biological Center, Technology Evaluation Team, in support of the Defense Threat Reduction Agency (DTRA) Capability Area Program Office (CAPO) for Detection and Team Leader, Point Detection, Edgewood CB Center, will be sponsoring in FY 2008 a Technology Readiness Evaluation (TRE) 08-1. The TRE purpose is to evaluate advanced chemical agent and radiological material identification technologies for a Joint Chemical, and Radiological Agent Water Monitor. This announcement precedes the TRE and is seeking information regarding either separate or combined chemical and radiological technologies capable of detection and identification for Chemical Warfare Agents (CWA), Toxic Industrial Chemicals (TICS) and rad iological material in water. Vendors both domestic and international are encouraged to respond to this opportunity with descriptions of hardware and data that demonstrate the following: (1) performance capability to automatically detect and identify the pr esence or verify the absence of CWA and TICs in liquid samples with and without chlorine up to 5 Parts Per Million (PPM) (2) performance capability to automatically detect and identify the presence or verify the absence of radiological contamination in li quid samples with and without chlorine up to 5 PPM or (3) performance capability combined in one instrument to detect and identify the presence or absence of both chemical and radiological contamination in liquid samples with and without chlorine up to 5 PPM (4) probability of correct identification and (5) lightweight and compact hardware kit, easy to operate and maintain, and cost efficient. In addition, include in your response descriptions the size, weight, power requirements, sensitivity, limits of detection, agents identified with and without interferents, technology employed, system maturity, and ease of operation and maintenance. Subsequently, a second, follow-on FED BIZ OPPS announcement will be forthcoming in the first quarter FY 2008, that will provide details about the Technology Readiness Evaluation (TRE). Vendors will be asked to respond with a description of their systems. To be responsive to this announcement, vendors must supply their white paper (contractor format, font size 12, Portable Document Format (PDF)) in writing to U.S. Army Research, Development and Engineering Command (RDECOM), 5183 Blackhawk Road ATTN: AMSRD-E CB-RT-DE (Daniel M. Nowak), Building E3326, Aberdeen Proving Ground, MD 21010, no later than close of business 14 May 2007. Concurrently, an electronic copy of the white paper will be placed in this Drop Box [https://dropbox.apgea.army.mil/cgi-bin/dropbox .pl]. The Recipient Email Address for the Drop Box is: monica.kelley1@us.army.mil. Electronic submissions will be accepted in addition, but not in place of the written submissions. Vendors are asked to provide an electronic photo of their hardware descri bed as a separate submission concurrent with the white paper response. Commercial applications of vendor hardware should be revealed as well. In addition, indicate the name of the Point of Contact (POC) for your company, the POCs telephone number, FAX n umber, email, and complete company mailing address. The U.S. Army is under no obligation to select any participating technologies. TRE 08-1 will offer participants an opportunity to obtain unique performance data that can be used in their development work.
