Description
Small Business Firms for Lock Lift Gate Downstream Leafs The purpose of this sources sought notice is to find sources that can manufacture and deliver lift gate downstream leafs in accordance with the requirement listed below. Consequently, the US Army Corps of Engineers is conducting market research to gather information on small businesses capable of providing lift gate downstream leafs. This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or any indication that the Corps of Engineers will contract for the servi ces contained herein. The Government does not intend to award a contract based solely on the submission of this request nor does it intend to pay for any costs incurred as a result of this announcement. Offerors having the skills, experience and capabili ties necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought. DESCRIPTION: The St. Louis District Corps of Engineers is seeking Small Business Firms that can manufacture and deliver lift gate downstream leafs. Work may consist of but not limited to fabrication, painting, and delivery of a large, complex, 500,000 lb. welded struct ural steel lift gate used for navigation lock. Fabrication of the lift gate requires a major facility capable of handling the complete gate as well as major portions thereof during fabrication. Fabricator must possess the tools and equipment necessary fo r precision cutting, bending, aligning, and welding complex structural steel components. Fabricating facility must be certified under the American Institute of Steel Construction (AISC) quality certification program with endorsements for major steel bridg es (CBR) and fractural critical members (F). The fabricator must be qualified for welded fabrication in accordance with American Welding Society (AWS) standard D1.5. The NAICS Code for this work is 332312. To be considered a small business under this co de the firm must not exceed 500 employees. OTHER REQUIREMENTS: According to the Federal Acquisition Regulation, Part 19.502-2(c) for small business set-asides other than for construction or services, any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small busin ess manufacturer unless the SBA has granted either a waiver or exception to the non-manufacturer rule (see 19.102(f)). In industries where the SBA finds that there are no small business manufacturers, it may issue a waiver to the non-manufacturer rule (see 19.102(f) (4) and (5)). In addition, SBA has excepted procurements processed under simplified acquisition procedures (see Part 13), where the anticipated cost of the procurement will not exceed $25,000, from the non-manufacturer rule. Waivers permit small businesses to provide any firms product. The exception permits small businesses to provide any domestic firms product. In both of these cases, the contracting officers determination in paragraph (b)(1) of this subsection or the decision not to set asid e a procurement reserved for small business under paragraph (a) of this subsection will be based on the expectation of receiving offers from at least two responsible small businesses, including non-manufacturers, offering the products of different concerns . A potential offerors qualification statement should not exceed 3 pages, minimum 10 pitch font. Potential offerors are asked to specify points of contact, company information including background/experience. This announcement constitutes a sources sought/market research synopsis and will close on March 28, 2007. Responses to this sources sought notice must be submitted by 3:0 0 PM Central Time on Wednesday, Ma rch 28, 2007.
