- Description
- This is a Pre-Solicitation notice (synopsis) for a requirement restricted to competition among Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The Federal Highway Administration (FHWA) has a requirement for non-personal technical support for a number of FHWA Laboratories at the Turner-Fairbank Highway Research Center in McLean, VA. Such support will likely encompass laboratories and services related to Asphalt Binder, Asphalt Mix, Accelerated Loading Facility (ALF), Chemistry, Aggregates, and Coatings. Specific services required will include the overall management and operation of each laboratory, daily operation and maintenance of laboratory test equipment, specimen preparation and logging, materials testing and evaluation, data acquisition, data scrutiny, data analysis, and documentation including reporting of findings, analysis, and recommendations. The majority of the services for the above requirements are being provided by the incumbent, SaLUT, Inc., who is not eligible under the SDVOSB category to compete as prime contractor for this new requirement. The Request for Proposal (RFP) will be released in the near future, and will be available electronically at http://www.fedbizopps.gov. Interested parties may register at the aforementioned site to receive notification of this action, as well as a variety of other procurement announcements and information. FHWA contemplates a laboratory site visit, to be immediately followed by a discussion of the RFP. Although not mandatory, those interested in proposing are strongly encouraged to participate. The date for the site visit, and instructions for participating, will be contained in the forthcoming RFP. It is the responsibility of offerors to monitor the FedBizOpps website for any amendments or additional information related to the RFP package and this procurement. The NAICS code for this solicitation is 541380 with a Small Business Size Standard of $11 million. The solicitation and any resultant contract award will include FAR clause 52.219-27 Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME.
