Description
The Department of Labor, Office of the Assistant Secretary for Administration and Management, Information Technology Center intends to issue a sole source Blanket Purchase Agreement (BPA) with Microsoft to provide routine software maintenance and upgrades to mandated office products through an authorized Microsoft reseller. DOL requires specific Microsoft Software leases under either a Core CAL or Enterprise CAL agreement. DOL is heavily entrenched in Microsoft software products/licensing, and to change vendors would be cost prohibitive. To note, there would be training expenses on new software requirements, which affect each user's desktop and servers in each DOL agency. Additionally, there would be cost prohibitive expenses to re-license each desktop and server across the DOL enterprise to another vendor's software. Therefore, the cost to change to another vendor would greatly outweigh the cost to remain in the Microsoft environment. Due to the cost prohibitive nature of changing vendors, only Microsoft supplies/services will satisfy the Department's requirements. Also, Microsoft products are proprietary software; and, as such Microsoft is the developer and holds the rights and the patents. Microsoft provides the technical expertise required to support this software including all of the software updates. The period of performance is for a base year and two one-year option periods. The estimated dollar value over the course of three years exceeds $10 million. The solicitation will be made available for competition to the approved Microsoft resale vendors on the GSA Federal Supply Schedule. DOL intends to issue a firm-fixed-price BPA based on proposed GSA FSS discounts proposed by vendors. This award will be made on or about April 1, 2007. The proposed acquisition is for services for which the government intends to solicit and negotiate with only authorized Microsoft Software Leasing Enterprise Agreement resellers in accordance with FAR 8.4, 8.405-6(2).
