Description
The United States Department of Labor, Office of Job Corps, is seeking film licensing which will allow Job Corps to ?publicly perform? using video cassettes and video disks as that term is used in United States Code, Title 17, Section 101 and 106. The Department of Labor also seeks to obtain the license to assure compliance with existing copy right laws. This announcement seeks information about all sources capable of providing such licenses. The objective of the contract will be to: 1. Obtain a license, which shall permit the use of Home video cassettes and video disks for showing at Job Corps centers in the six Regional Offices (Boston, Philadelphia, Atlanta, Dallas, Chicago and San Francisco). 2. Comply with the provisions of the United States Copyright Act. 3. Provide entertainment and recreational opportunities for Job Corps. Interested vendors responding to this Request for Information will be required to indicate their ability to fulfill the requirements that are stipulated below: 1. Furnish protection under the U.S. Copyright Act for obtaining and showing video cassettes to Job Corp students in all six Regional Offices. 2. Provide updated listings of film titles each month for Job Corps centers in all six Regional Offices. 3. Assure that videos are available to Job Corps centers through local video stores and by mail. 4. State in explicit terms, any restrictions to be observed by Job Corps centers regarding the acquisition and use of video cassettes or video disks of motion pictures. 5. Provide Job Corps centers with a complete listing of Motion Picture Studios represented by their agency, the type(s) of license(s) the studios have been authorized to issue, and a detailed explanation of the effect (advantages, disadvantages, restrictions, etc.) each license type will have on Job Corps centers. 6. Make available to all Job Corps centers, any changes in coverage as a result of Motion Picture studio acquisitions or eliminations as they occur. 7. Provide a price, in explicit terms, regarding the annual cost for coverage and justification for costs. 8. Ensure that Job Corps centers can select videos from a wide variety of film titles to include, but not limited to: educational, adventure, westerns, documentary, science fiction, horror, historical, romance and comedy. Pornography is strictly prohibited. 9. Where mailing of video cassettes and video discs will be required, the vendor will be responsible for communicating the length of time Job Corps centers may keep tapes, estimated mailing costs per year and any restrictions or penalties. 10. Vendor will be required to submit a monthly report showing video cassettes and video disks distribution to the COTR for this contract. All interested parties who believe they can provide the above mentioned license are invited to submit a Capability Statement by the response date in this announcement, showing their capacity to fill the requirements. Your response must include the company name, address, point of contact name, email and telephone numbers, and an indication of the company size under NAICS 512120. The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make award to an 8 (a) firm, based on the responses received. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. All vendors doing business with the Federal Government must be registered in the Central Vendor Registration (CCR) database. The website for registration is www.ccr.gov. All qualified vendors including small businesses are invited to participate.
