- This notice constitutes the formal announcement given by the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) of a decision in a streamlined competition conducted in accordance with OMB Circular A-76 dated May 29, 2003 for a Contract Technical Assistant FTE. The formal 90 day competitive stage was initiated on December 15, 2006 and concluded on March 12, 2007. The performance decision reflected on the Streamlined Competition Form certified an ?AS-IS? Organization (agency provider), as providing these services at the lowest cost to the government and was declared the winning proposal. This study reviewed one (01) Full-Time Equivalent (FTE) GS-1106, Contract Technical Assistant in the Division of Contracts Management, Office of Program Services. The 2006 Fair Act Commercial Activities Inventory?s function code for the services studied is F000. These services are currently performed at the DHHS, SAMHSA, located at 1 Choke Cherry Road, Rockville Maryland 20857. A cost comparison was conducted to determine the most efficient and least costly organization as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities for the services described above. To accomplish this, a market research study was conducted to estimate the Contract Cost of Performance. The result of this study was compared with the Agency Cost Estimate of the ?AS IS? organization for the above occupational series. The Competitive Sourcing Official (CSO) is Eric Broderick, Acting Deputy Administrator. The Agency Tender Official (ATO) is Susan Pearlman, OPS/DCM Director. The Human Resource Advisor (HRA) is Kimberly Newman and the Contracting Officer (CO) is James Whitt.
